
It is increasingly certain that the new old director of the Federal Police Administration (FUP), despite numerous controversies surrounding him, criminal charges, and the fact that he meets the legal requirements for retirement, will still be Dragan Lukač, who was proposed by the Independent Board of the Police of the Federation of Bosnia and Herzegovina (PFBiH), chaired by Sead Selman, with the highest score among all applicants, writes the news agency Patria.
The Independent Board forwarded its proposal to Predrag Kurteš, the Minister of Interior of the Federation of Bosnia and Herzegovina, and he further forwarded it to the Government of the Federation of Bosnia and Herzegovina. Despite many ambiguities and complaints from Svevlad Hoffman, who was also a candidate, everything went "smoothly."
Supported by Aljoša Čampara, advisor to Bakir Izetbegović, deputy president of the SDA, Lukač received unconditional support from those members of the Independent Board who attended the session (five out of a total of seven, four voted in favor).
However, the genesis of the entire "Lukač" case also reaches into the past. Namely, three years ago, Selman crashed an official car while drunk, but it was covered up thanks precisely to Lukač.
Lukač also crashed an official car while driving outside official protocol, but of course, like Selman, he never faced any consequences, not even disciplinary ones.
Kurteš also joined Lukač and Selman in the "official car crashing" team, who, also drunk like Selman, caused a traffic accident in the strict center of Sarajevo.
Hence, it is not surprising that this trio sticks together firmly. As the media have already written, Lukač "rewarded" Selman even after he was first appointed director, entrusting him with the position of head of forensics in the FUP. Until then, Selman was only an expert in this department, and then overnight he became the head.
As it is said in the FUP, Lukač promised Kurteš the position of independent inspector if he submitted a positive assessment of him to the Government. After the debacle of his SDP in the General Elections, Kurteš had no choice but to comply with Lukač's wishes, against whom, we remind you, a report was submitted to the Cantonal Prosecutor's Office in Sarajevo by SIPA for abuse of official position and falsification of his work book (Lukač should have already retired).
In addition to protecting him from responsibility for the accident in the center of Sarajevo, Lukač allegedly also holds Kurteš in his grip with a university diploma from Banja Luka that is not valid. For those who had the same diploma as Kurteš, it was annulled, and unofficial information says that only he, thanks precisely to Lukač, managed to hold onto the position of minister for these four years.
Even if the Government of the Federation of Bosnia and Herzegovina does not confirm Lukač's appointment, according to legal procedures, he will be appointed, because the final word rests with the Independent Board. Hence, a completely logical question arises: what is the point of the farce that the proposal of the Independent Board first goes to the minister, and then to the Government of the Federation of Bosnia and Herzegovina, when it is obvious that the body formed by the Parliament of the Federation of Bosnia and Herzegovina is above the executive authority.
