
(Patria) - JP BH Pošta has valid contracts with two insurance companies, Sarajevo-osiguranje and Euroherc d.d.
Adis Šehić, a member of the Social Democratic Party of BiH and close to Damir Hadžić, President of the Management Board of Euroherc d.d., was appointed head of JP BH Pošta in December 2023.
Incidentally, Hadžić is a former Minister of Transport and Communications of BiH, and at that time Šehić was employed by the Ministry of Transport and Communications and was appointed Chief Inspector in the Inspectorate of the Ministry in November 2014.
According to information available to Patria, Hadžić received a certain quota of personnel from SDP president Nermin Nikšić to appoint to public companies. On the other hand, Hadžić was given a free hand to manage processes in the Municipal Organization of SDP Novi Grad, and the current president Abel Baltić and the list holder for the Municipal Council Novi Grad are also his appointees.

JP BH Pošta responded to Patria's inquiry regarding which insurance company they have a contract with for collective insurance of vehicles and employees.
„JP BH POŠTA“ d.o.o. Sarajevo conducted an Open Procurement Procedure, which was published on the Public Procurement Portal on 07.12.2023, under number: 238-1-2-339-3-236/23 and concluded a Framework Agreement on Combined Collective Employee Insurance number: 01-11.10.-66/24-SL on 05.03.2024 with the insurance company „EUROHERC OSIGURANJE“ d.d. Sarajevo for a period of 2 (two) years. Based on the aforementioned Framework Agreement, on 01.04.2024, a Contract on Combined Collective Employee Insurance number: 01-11.10.-66/24-1-SL was concluded for a period of 1 (one) year“, stated JP BH Pošta.

What is interesting is that during the period 2021-2024, a contract was concluded with the insurance company Sarajevo osiguranje d.d. Sarajevo (a domestic insurance company), and now it has been taken over by Euroherc, which is majority-owned by the Croatian Euroherc.
At the end of 2023, Euroherc had a net profit of 8,655,440 KM.
BH Pošta could not provide information on the value of the signed contracts, citing confidential commercial interests of a third party.
Regarding vehicle insurance, BH Pošta stated that they conducted an Open Procurement Procedure, published on the Public Procurement Portal on 08.06.2023, under number: 238-1-2-210-3-119/23 and concluded a Framework Agreement for the procurement of compulsory third-party liability and comprehensive insurance services number: 01-11.10-414/23 on 29.09.2023, with the insurance company „EUROHERC OSIGURANJE“ d.d. Sarajevo until 31.12.2024.
„Based on the aforementioned Framework Agreement, the following Contracts were concluded:
1) on 25.10.2023, a Vehicle Comprehensive Insurance Contract number: 01-11.10-414/23-1 was concluded, for a period until 25.10.2024;
2) on 20.11.2023, a Vehicle Insurance Contract number: 01-11.10-719/23-1 was concluded, for a period until 31.12.2024“, they stated in their response.
It should be noted that in 2023, the previous contract for compulsory third-party liability and comprehensive vehicle insurance services was concluded with both Sarajevo-osiguranje and Euroherc. However, only Euroherc received the new contract.
Regarding the contract for the procurement of compulsory third-party liability and comprehensive insurance services (passenger vehicles, trucks, mopeds, motorcycles), „JP BH POŠTA“ d.o.o. Sarajevo conducted an Open Procurement Procedure, published on the Public Procurement Portal on 26.10.2023, under number: 238-1-2-303-3-210/23 and concluded a Framework Agreement for the procurement of compulsory third-party liability and comprehensive insurance services (passenger vehicles, trucks, mopeds, motorcycles) number: 01-11.10-782/23 on 04.01.2024, with the insurance company „SARAJEVO OSIGURANJE“ d.d. Sarajevo until 30.06.2025.
Šehić was the director of GRAS
Incidentally, Adis Šehić's name is also mentioned in the report of the Office for Combating Corruption on the operations of GRAS regarding the non-payment of prescribed VAT obligations from 2011 to 2018, and during that period until 2014, Šehić managed GRAS, as well as the non-payment of taxes and contributions from 2009 to 2016.
During that period, GRAS's debt grew to 131 million KM for taxes and contributions alone, while the debt for indirect taxes was 199.3 million KM.
Even today, the KS Government pays millions of KM to cover the debts of this company, and the report on the management that led GRAS to losses has long been in the drawers of the KS Prosecutor's Office.
