"It is recommended to call the Operations Center of the Ministry of Internal Affairs of Sarajevo Canton Police Administration for the most urgent calls and in situations where it is truly necessary, and for competent police administrations according to the needs that fall under the jurisdiction of the locally competent police administrations, i.e., police stations and criminal police departments within the police administrations.
We have also recorded a very large number of calls during which citizens informed us that certain services of individual bodies, institutions, or institutes, especially in connection with the current epidemiological situation and necessary instructions, are allegedly not responding to citizen calls, after which citizens call the police and ask the police for clarifications or exceptions to certain orders from competent authorities. Therefore, we emphasize at this time that the police enforce the adopted orders, in accordance with their authority, and it is not within the police's jurisdiction to interpret or amend any decision or order.
In this regard, we appeal to all competent authorities to undertake activities within their jurisdiction, but also to citizens, whom we ask for collective patience and understanding, and to try to reduce their calls to the police as much as possible to those issues that are truly within the police's scope, thereby further increasing the efficiency and speed of police action for matters within its jurisdiction and reducing unnecessary burden on individual police services.
Given that a certain number of cases have been recorded where employers submit data on employees whose work is organized in shifts, or lists of employees, to the Police Administration, it is necessary to emphasize that this is not required, as we have provided clear instructions that the employer issues a confirmation to the employee, which they can show to a police officer for inspection in case of a check.
We particularly emphasize that confirmations are issued only to those employees whose work is exclusively necessary during the movement ban, with the aim of maintaining the continuity of activities related to shift work, and possessing a confirmation does not exempt an individual from criminal liability if it is determined that they have misused it.
We remind you that the police commissioner of the Ministry of Internal Affairs of Sarajevo Canton has made a decision to suspend the use of annual leave for police officers, as well as a series of instructional acts on the conduct of police officers during the declared disaster caused by the occurrence and spread of coronavirus, all with the aim of performing police duties and tasks, as well as orders and decisions of competent authorities, at the highest possible level, which would ultimately contribute to the protection of people's lives and health, as well as their property," it was announced from the Ministry of Internal Affairs of Sarajevo Canton.
