(No) Justice, No Dawn: Konaković's Favorite Mešić Has Forged Document Confiscated by Court, KS Government to Act!

(No) Justice, No Dawn: Konaković's Favorite Mešić Has Forged Document Confiscated by Court, KS Government to Act!

"We are coming to all parts of Bosnia and Herzegovina. The most important reform will be the reform of the judiciary. I want to exclusively announce the 'Sanaderization of Bosnia and Herzegovina'. One good thing they did, that prison, they built it for themselves".

This is what Elmedin Konaković, president of the People and Justice party, said during the pre-election period. Therefore, if we were to put the party's name in the context of Konaković's announcement, one would say that he announced he would bring justice to the people.

But these were just pre-election promises, usually just rejoicing for fools. Instead of justice, they brought Boris Trapara, among others, a candidate from Our Party who poorly falsified his work experience based on which he became the director of the Cantonal Institute for the Protection of Cultural, Historical and Natural Heritage of Sarajevo. Trapara was appointed quietly and without fanfare, and irregularities in his documentation are only now being discovered.

However, there was a lot of fanfare and noise surrounding Konaković's party favorite Adis Mešić. The public in Canton Sarajevo, and beyond, witnessed a complete violation of the legal legislation of KS when the government of Sarajevo's tricolors appointed Mešić as acting director of the Cantonal Inspectorate Administration four times. After these acting appointments, Mešić was appointed director of KUIP. The People and Justice party and their coalition partners did not react to the public and media outcry, because they announced they were coming for SDA criminals, and they are not exactly ready to clean their own ranks.

Therefore, other institutions and the judiciary had to act. And through the actions of these institutions, it was established that Adis Mešić committed the criminal offense of “Forgery of a Document,” under Article 373, Paragraph 1 of the Criminal Code of the Federation of BiH. Namely, the Cantonal Prosecutor's Office of Sarajevo, based on a report from the Office for Combating Corruption, determined that Adis Mešić submitted a confirmation from the company “MCA komunikacije” Sarajevo for permanent employment in the company for a period of one year in the position of director to the competition for employment in the Cantonal Inspectorate Administration (KUIP). Subsequent investigative actions established that the data in the confirmation were not accurate.

The KS Prosecutor's Office concludes: “All of the above indicates reasonable suspicion that Mešić Mersiha (Adis's wife) by creating, and Mešić Adis by using the disputed certificate, committed the criminal offense of Forgery of a Document”.

However, on February 14, the KS Prosecutor's Office informed the Municipal Court in Sarajevo that the investigation would not be conducted due to the absolute statute of limitations of 10 years, but it requested from the aforementioned court: “the confiscation of the Certificate/Confirmation from the company ‘MCA komunikacije’ as documents whose confiscation is required by the INTERESTS OF MORALITY, given that it has been undoubtedly established that it contains untrue data that served in the tender procedure as proof of the applicant's length of service and experience”.

The Municipal Court in Sarajevo acted on the request of the KS Prosecutor's Office and on February 15, PERMANENTLY confiscated the forged certificate from Adis Mešić.




And precisely as the Prosecutor's Office stated in its request, for MORAL reasons, the KS Government, if it wishes to retain a minimum of dignity, should dismiss Mešić from the position he obtained through clearly questionable means.

And the KS institutions are bound not only by morality and responsibility to the public but also by the Conclusion that the KS Government adopted on December 13, 2019, and amended on September 16, 2021. True, the Conclusion primarily concerned the revision of diplomas, but forging diplomas and forging other documents is a criminal offense. In that Conclusion of the KS Government, it is stated: “All administrative bodies, professional and other services of Canton Sarajevo, institutions, institutes, agencies, directorates, public institutions, public enterprises, and legal entities founded by Canton Sarajevo are obliged to initiate internal procedures against their employees for whom the Cantonal Prosecutor's Office of Canton Sarajevo issues an order that the investigation will not be conducted due to the statute of limitations for criminal prosecution for the criminal offense of ‘Forgery of a Document’, all with the aim of regulating the employment status of such persons, and to inform the Office for Combating Corruption and Quality Management about the initiation and conclusion of these procedures”.

Therefore, if the KS Government adheres to its own regulations and judicial decisions, Adis Mešić should be the FORMER director of KUIP by the end of the month. Mešić himself is aware of this possibility, so after the announcement by the Cantonal Board of the Party for BiH about the confiscated forged document, he threatened the president of the KV Party for BiH, Almir Bečarević, because of that publication. It should be emphasized that it was precisely because of the political violence of People and Justice and the insistence on appointing Mešić that the Party for BiH was expelled from power because it refused to support the election.

We remind you that a process is underway in the KS Prosecutor's Office regarding the controversial appointments of Mešić to the position of acting director of KUIP (four times, three of which were consecutive). Information indicates that some ministers have already given statements on this matter.

And finally, let's return to the beginning. Konaković announced that he would sanaderize Bosnia and Herzegovina and cleanse it of the old guard, whom he would send to prison. And the KS Government, which one of the leaders of the Trojka praises so much, shows that implicated candidates have the greatest chance of being appointed directors by that very Government. From Trapara to Mešić, who knows what else is hidden in the archives of the tender procedures of the government of Sarajevo's tricolors!
