Nikšić's friend: Extracting money from Autoceste FBiH for Elvedin Grabovica's companies

More than 2.5 million marks have been paid for the supply of equipment for the construction of Corridor Vc to companies founded and owned by Elvedin Grabovica, a close friend and business partner of the Federal Prime Minister Nermin Nikšić. The scheme for extracting money intended for Corridor Vc to "suitable" companies went like this: money was first transferred from Autoceste Federacije to the Sarajevo-based company BS Telecom Solution d.o.o., which then entered into contracts with Elvedin Grabovica's companies.

Istraga is in possession of the contracts concluded between BS Telecom and Elvedin Grabovica's companies, which we are publishing below.

The first contract for the supply of equipment for the Putnikovo Brdo-Medakovo section was concluded on 14.08.2025 between BS Telecom Solution d.o.o. as the client, represented by director Joanna Gajewska-Sokolowska and deputy director Mirza Varatanović, and the Sarajevo-based company MEGANET d.o.o. as the supplier, represented by director Dženana Jašarević.

– The supplier undertakes to deliver the equipment to the Client. The Client, in accordance with this Agreement and its provisions, acquires the right to use the subject matter-equipment indefinitely and without any restrictions. The contracting parties agree that the total purchase price amounts to 509,280.68 KM. The total price from the previous item of this Article of the Agreement is stated in net amount – the contract states.

The founder of Meganet d.o.o. is Elvedin Grabovica. This company is registered at the same address in Sarajevo as BS Telecom, which, thanks precisely to its connections with Elvedin Grabovica and Prime Minister Nermin Nikšić, receives most of the contracts from Autoceste Federacije BiH. Furthermore, Haris Nikšić, Nermin Nikšić's son, was employed at Meganet for years. Interestingly, Meganet was also a co-founder of the company Carbid Alati in Konjic. The other co-founders were Federal Prime Minister Nermin Nikšić, his brother Mirsad Nikšić, and the Prime Minister's son Haris Nikšić.

The second contract – for the supply of equipment for the Nemila-Vranduk tunnel – was concluded on 17.11.2025 between BS Telecom Solution d.o.o. as the client and Grabovica's company Tajenta d.o.o., registered in Split, as the supplier.

– The supplier undertakes to deliver the equipment to the Client from the specification, with a delivery period of 12 months from the date of signing the Agreement. The contracting parties agree that the total purchase price amounts to 1,015,027.35 EUR. The total price from the previous item of this Article of the Agreement is stated in net amount – the contract states.

According to the contract, Tajenta was paid an advance of 45 percent of the contracted price within one month of the contract's conclusion, and the remaining amount was paid after the equipment was delivered. In a similar manner (advance 40% – payment after delivery 60%), the payment for the Putnikovo Brdo-Medakovo section was made.

As Istraga reported in January, Autoceste Federacije BiH signed a framework agreement with BS Telecom for a period of three years for the procurement of services “Maintenance of the hardware part of the Traffic Monitoring and Management System on all sections of the A1 motorway”, worth 9.1 million KM without VAT. Despite the fact that the public procurement procedures were formally respected, multiple sources confirmed to Istraga that the political background of this procurement indicated from the beginning a predetermined outcome – the victory of BS Telecom, which ultimately happened. According to the same sources, this was a pre-arranged tender procedure.

Let us recall that the European Bank for Reconstruction and Development and the European Investment Bank previously temporarily suspended the disbursement of loan tranches for the construction of Corridor Vc after the European Public Prosecutor's Office (EPPO) launched an investigation against the management of Autoceste FBiH on suspicion of corruption. The EPPO investigation also focuses on suspicious contracts and the awarding of tenders tailored to BS Telecom. The political and business connections of BS Telecom with prominent SDP officials are particularly highlighted as one of the main reasons why this company is in a more favorable position when concluding deals with Autoceste FBiH. Due to the suspension of loan tranches, works on certain sections of Corridor Vc were temporarily halted.
