Independent Board of PSBiH Awaits Report Adoption, Zubac the Main Obstacle!

At the last session of the Independent Board of the Parliamentary Assembly of Bosnia and Herzegovina (PSBiH), the Draft Report on the Work of this Board for 2014 was not adopted, writes the news agency Patria.

A new session has been scheduled for April 4, at which the Draft Report on the Work of the Independent Board for 2014 will be considered again.

As we have previously written, three members (Bosniaks) were against the adoption of the report, while five members voted for its adoption.

Thus, the Chairman of the Independent Board, Žiko Krunić, decided that the members of the Board should submit any remarks on the Draft Report on Work. The problem why three members did not vote for the report is the case of Goran Zubac, as in that case, BiH became the first in the world whose police agency director sat on the defendant's bench from that position.

Namely, according to the law, the Independent Board was obliged to send a proposal to the Council of Ministers for the dismissal or suspension of Goran Zubac, the director of SIPA, who was unconvincingly sentenced to a conditional prison sentence for negligent work in service when, on February 7 last year, he refused to provide assistance to the Directorate for the Coordination of Police Bodies when the Presidency of BiH building was on fire.

The members of the Independent Board stated that the Independent Board was not up to the task, as it did not meet the expectations prescribed by law regarding the competencies of that body.

And now it is clear that the Independent Board was legally obliged to initiate the suspension or dismissal of Goran Zubac to the Council of Ministers.

However, Chairman Krunić, who is a friend of Zubac and from the SNSD party, played a key role, and after a series of reports to the Constitutional-Legal Commission of the PSBiH, he did nothing. In any normal country, he would, at the very least, be suspended as a director of a police agency and sit on the defendant's bench.

Otherwise, the Independent Board of the BiH Parliament consists of Enes Obralija, Ilma Jusufbašić-Mehić, Adisa Begić, Nikola Džambas, Mate Miletić, Mato Jozić, Ljubomir Kuravica, Miroslav Škorić, and Žiko Krunić.
