In the HDZ Way: Only Bevanda and Milićević Did Not Sign the Agreed Letter of Intent

SARAJEVO, (Patria) - Deputy Chairman of the Council of Ministers Vjekoslav Bevanda and Minister of Finance and Treasury (HDZ) expressed regret that there was no quorum for the session of the BiH Fiscal Council today due to the absence of the Prime Minister of the Federation of BiH in technical mandate, Fadil Novalić, assessing that everything indicates that Novalić had prepared a scenario for the failure of the session in advance and had found a culprit beforehand.

It is regrettable that Bevanda, who also served as Minister of Finance in the Government of the Federation of BiH, does not know that there is no technical mandate, but that the function of minister, prime minister is performed until someone else replaces you in full capacity. 

However, Bevanda did not specifically state what bothered him in the previously negotiated Letter of Intent. This letter was signed by Prime Ministers Fadil Novalić, Zoran Tegeltija, Radovan Višković, and the Minister of Finance of Republika Srpska, Zora Vidović. Vjekoslav Bevanda and Jelka Milićević did not sign everything that was agreed upon. 

And it was precisely these two, as members of the Fiscal Council, who convened the session of the BiH Fiscal Council today, where the Letter of Intent was to be re-examined. However, Bosniaks did not come, because, as we learn, everything was agreed upon in advance.

The session of the Fiscal Council was not held due to a lack of quorum. Article 4 of the Law on the Fiscal Council of BiH stipulated that at least five of its members must be present for the session of the Fiscal Council to be held, including at least one representative of the constituent peoples in BiH.

According to the first page of the Letter of Intent previously agreed upon (April 6), assistance was requested from the IMF in the amount of 265.2 million SDR, which is approximately 330 million euros. We remind you that Andrew Jewell, Resident Representative of the International Monetary Fund (IMF) in Bosnia and Herzegovina, stated that the IMF is ready to provide 330 million euros to BiH within the framework of the Rapid Financing Instrument (RFI) to combat the crisis caused by COVID-19.

The BiH Minister of Finance did not state in his dramatic address to the public why he did not sign the Letter of Intent, which was previously agreed upon, nor did he answer whether it is true that he wants to involve the cantons in the whole story.
