Can someone order a ban on officials mumbling through masks on Skype?

I understand the order to wear masks, I am confused by doctors' advice that it is not good for a healthy person to wear a mask, and the masks of interlocutors on TV stations while speaking via Skype are driving me crazy!

So this morning I am trying to understand the director of the Federal Civil Protection Administration, Fahrudin Solak, who spoke for the Newsroom program and answered the question of whether the movement ban for those under 18 and over 65 will be eased.

The same Solak who was a guest on Face TV live, a meter away from Senad Hadžifejzović without any protection, which is why this morning's mask surprised me. Does Solak know something we don't know. 

On the other hand, a number of other officials walk the streets without masks, and when they are supposed to be guests via Skype, they mumble to us from the TV screens.

And so I barely understood, but somehow I managed to grasp that there will be a session of the Federal Civil Protection Headquarters where a new set of measures will be considered, i.e., an analysis of those adopted so far, or as Solak pointed out, whether any of those orders can be changed. He emphasized that special attention will be paid to this.

Solak also pointed out that according to information from the field, citizens are respecting the orders. We do not know if today an order will be issued to remove masks when communicating via the Skype application, purely so that we can understand those who are ordering us.
