Millions Invested, Assets Disappeared from Balance Sheet: What Lies Behind GRAS's Operations?

(Patria) - The Cantonal Board of the Party for Bosnia and Herzegovina Sarajevo, after presenting data on investments in public urban transport, continues with the review of KJKP Gras's operations with this statement.

- On this occasion, we present data on the value of GRAS's fixed assets:

Why is the value of GRAS's fixed assets important?

The renovation of the tram line began in 2020/2021.

The first delivery of new trams began in 2023. The first delivery of trolleybuses began in 2022. All the aforementioned deliveries and the renovation of the line should have been recorded in GRAS's business books. This would have increased GRAS's assets/fixed assets.

However, as we can see from the review of the value of fixed assets, they have decreased instead of increasing by the value of the purchases or investments in the tram line or trolleybus network.

The tram line, trams, trolleybus network, trolleybuses, buses, and vans have not become the property of GRAS, but are the property of the Ministry of Transport of the KS Government. The usage permits are in the name of the ministry; one of the permits was issued by the Municipality of Novo Sarajevo - Department for Spatial Planning and Urbanism on 10.11.2023, and it is in the name of the investor, the KS Government/Ministry of Transport.

The Government of Sarajevo Canton/Ministry of Transport, as the investor, has so far invested over BAM 500,000,000 (with other investments, slightly less than BAM 800,000,000) in the renovation of the tram line, the renovation of the trolleybus network, and the purchase of public transport vehicles, based on the currently known amount.

The value of fixed assets in GRAS's balance sheets as of 2024 amounts to BAM 80,492,737, which is proof that the new fixed assets are not in GRAS's balance sheets and ownership, and that depreciation has not been calculated on them.

The practical issue of accidents involving GRAS vehicles and the issue of vehicle insurance are fundamental and additional issues for the company's management.

The only logical, not legal, explanation is that GRAS's account has been continuously blocked, and that existing/old assets are under a mortgage from the Tax Administration and the Indirect Taxation Authority. Whether the logic or assessment is that new fixed assets will also be subject to new mortgages is not a matter of the same logic, but the laws in KS should be primary in such high investments. Another question arises: where else in the world are tram lines, trolleybus networks, or public transport vehicles owned by a government/ministry?

Finally, it should be noted that the Audit Office of Institutions in FBiH last audited GRAS 8 years ago, i.e., in 2018. The KS Assembly last reviewed GRAS's reports 5 years ago, which is directly related to the Speaker of the KS Assembly.

Whether someone in the KS Government intended to form GRAS 2, whether someone in the KS Government intended this to be an initial contribution to a public-private partnership, whether everything is accidental or not, or if it is something completely different, we leave for everyone to assess, said the president of KVSBIH Sarajevo, Almir Bečarević.
