
(Patria) - The Legislative-Legal Committee did not hold a session where it was supposed to consider the proposal for amendments to the Rules of Procedure (proposal by the troika and HDZ).
Belmin Zukan informed that there was no quorum to hold the session. Zukan later clarified that the items proposed for the agenda that must have the consent of the Legislative-Legal Committee, and did not receive it because the Committee did not convene, will not be able to be placed on the agenda.
“I will be forced to withdraw the proposal for amendments to the Rules of Procedure as well, given that I am the authorized proposer,” said Zukan.
The President of the DF Club, Mahir Mešalić, said that the first four items should be withdrawn from the agenda, because everything else will be considered a coup in the Parliament.
“Everything else would be a violation of the Rules of Procedure and the Constitution of the FBiH. Colleague Belmin Zukan said we will withdraw these items from the agenda. Everything else is legal anarchy in the Federation. I know that colleague Belmin Zukan is eager to push through Marino Vukoja for the Constitutional Court of the FBiH, but that will not be possible tonight. You brought us here to work without conditions and presented us with a fait accompli, but you will not be able to do that either, so I ask you to withdraw the first four items,” said Mešalić.
Mladen Bošković, who is presiding over this session, said that it is not only because of this that the Legislative-Legal Committee is not convening, but that it is not a government if it cannot unblock this.
“If we are not able to unblock something, I call on myself and others to admit that we are not the government. I speak precisely and openly - I call out the majority/government. This has been going on for too long without the government being able to work. Neither the houses of Parliament nor the Government are functioning. It is up to us to try to unblock this in a constitutional and legal manner. That is not possible today, but it does not mean it will not be possible another time,” Bošković stated and, on behalf of the HDZ club, requested the withdrawal of the Proposal for the Law on Amendments to the Law on the Allocation and Direction of Part of the Revenue of Enterprises Generated through the Use of Hydro-Accumulation Facilities.
Mešalić replied and said that Bošković and HDZ had blocked the FBiH for two years before the elections due to blackmail related to amendments to the Election Law.
“You did that legitimately, but it is not good for the FBiH. If something is not to your liking, immediately a blockade. Your bosses told you that you must realize this. We came to the session and participate in the work of the Parliament, and in the previous Government there were deceased members but no replacements. Withdraw the first four items of the agenda that relate to the laws. Do it according to the Rules of Procedure, not on behalf of the HDZ Club. I would ask you to do it immediately,” Mešalić urged.
Salko Zildžić said that he corrects Bošković that the FBiH is in a blockade, which is not true.
The President of the SDA Club, Mirsad Zaimović, said that it is not true that the opposition is blocking the work of the Parliament, because the opposition is exclusively blocking undemocratic processes in the Parliament of the FBiH.
