SDA Minority Government: The Lukač Case Showed That the Prime Minister is Čampara, Not Novalić, DF and HDZ Ignored

A hearing is scheduled to be held today at the Municipal Court in Sarajevo regarding Dragan Lukač's lawsuit against the FBiH Government, as it refused to appoint him to the position of FUP Director, writes the news agency Patria.

As Patria unofficially learns, Judge Aida Hasić is unable to attend today's hearing, scheduled for 2:30 PM, due to illness, so it will not be held.

Whatever the court's decision may be, it is no longer important.

What is indicative and worrying in any case is that the political game surrounding Lukač's appointment, especially in the last ten days, illustratively shows what could happen in the executive branch of the FBiH in the coming period.

Federal Prime Minister Fadil Novalić, under pressure from Aljoša Čampara, the Minister of Internal Affairs, made a decision, just two days after taking office, to revoke the power of attorney of lawyer Damir Koldžo, the representative of the FBiH Government in the dispute against Dragan Lukač.

As Novalić admitted in his first public appearances that he was "politically illiterate and uninitiated," it is clear that Čampara has already imposed himself as the shadow prime minister in the FBiH Government with this example and shown who from the SDA will be the real "ruler."

It is known from before that Čampara is very keen for Lukač to be reappointed as FUP Director, in order to achieve personal goals, as well as to purge political opponents of the SDA Deputy President Bakir Izetbegović, ahead of the party's May Congress.

For the record, Lukač, with his work experience that he has added and deleted as needed, has already met the conditions for retirement. But this is not an obstacle for Čampara to continue creating an environment, breaking laws in the process, just to enthrone him once again.

By revoking the power of attorney of lawyer Koldžo, the FBiH Government has no lawyer, so only Lukač's evidence will be presented in court, which gives him a great advantage, or rather, in that case, the Court will rule in his favor.

Earlier, the Office for Legislation of the FBiH Government also made a decision stating that the tender procedure was carried out contrary to the law, i.e., that it was necessary to select the FUP Director according to the new Law on Internal Affairs of the FBiH, which did not bother Sead Selman, the chairman of the Independent Board who acts on Čampara's orders, to ignore this decision.

Thus, the Court, in its Decision on a Temporary Measure of March 13 (made under political pressure and in an expedited manner), which is valid until a new one is made or the court proceedings are concluded, stated that Lukač was "re-elected to the position of Director by the final and binding decision of the Independent Board on January 19 this year and that the Government must appoint him immediately."

Novalić made the decision to revoke Koldžo's power of attorney without the consent of the ministers from HDZ BiH and DF, who are coalition partners, even though he knew that the leaders of these two parties, Dragan Čović and Željko Komšić, do not support Lukač's return.

In this way, the SDA, through Čampara or Novalić who is merely a figurehead in the Government, has shown that we practically have a minority government in the Federation of BiH, in which coalition partners are not consulted on important decisions.

And this decision to revoke Koldžo's power of attorney is purely political and carries significant weight, which Novalić, of course, does not understand.

According to various interpretations, the prime minister is the representative of the FBiH Government and can make certain decisions independently, but what message does he send to others?

The message that this Government, while in office, will practically have several prime ministers.

The Prime Minister of the FBiH, Marinko Čavara, has already shown his prime ministerial ambitions, who, for the record, dictated the agenda for the first session of the FBiH Government to Prime Minister Novalić!?

Then, of course, there is another prime minister, the Minister of Energy from DF, Reuf Bajrović, who certainly will not stand aside and silently observe what is happening in the Government.
