
It is increasingly certain that the new-old director of the Federal Police Administration (FUP), despite numerous controversies surrounding him, criminal charges, and the fact that he meets the legal requirements for retirement, will still be Dragan Lukač, who was proposed with the highest score among all applicants by the Independent Board of the Police of the Federation of Bosnia and Herzegovina, headed by Sead Selman, reports the Patria news agency.
Aljoša Čampara, the Minister of Interior of the Federation of Bosnia and Herzegovina, who has been "rooting" for Lukač from the start, can now, with the help of ministers from the HDZ, bring the controversial Lukač to the head of the FUP. Lukač, in addition to criminal charges and accusations of mobbing, has in his biography a verdict of the Municipal Court in Orašje, which clearly shows that Dragan Lukač, back in the 1990s, took 3,000 KM from the bereaved Damjanović family, allegedly to reveal where the body of their murdered son was located!
Multiple candidates
The body was never found, and Lukač defended himself in court by saying that the money was demanded by people who claimed to know where the body was. In the end, he returned the money, and he hides this verdict, which Patria possesses, like a snake hides its legs.
Incidentally, several people applied for the position of FUP director. Among them were four Bosniaks, high-ranking police officers. Three of them had stronger professional references than Lukač, and their biographies have no stains.
Yet, those Bosniaks were not even considered, even though the Čampara family presents itself in public as a protector of Bosniaks.
Their favorite was and remains Dragan Lukač. It seems incredible that for years there has been no Bosniak in the police and security structures and agencies of this country. And what little there is, the responsibilities are minimal.
A special story is the abuse of people in the police. Officers in the FUP have evidence that Lukač punished 23 family men by transferring them from Sarajevo to Bihać, Tuzla... Three younger FUP employees died, with very telling claims from their families about the mobbing they were subjected to.
One of Lukač's more serious attacks concerns his written address to a senior inspector.
Anđić, Vikić, Vranj...
Namely, Jozo Anđić, a special forces soldier who was wounded multiple times in the defense of Sarajevo during the war, applied in 2010 for the position of assistant commander for security of the Special Unit. He was convincingly the best, but then the FUP director, for unknown reasons, canceled the competition.
In the court proceedings, a verdict was rendered in Anđić's favor. Lukač had to implement the verdict, but he did not do so, so Anđić filed a criminal complaint against him for failing to execute a court verdict.
Then a shocking letter appears. The FUP director writes an order to Edin Vranj, a high-ranking FUP official, to investigate the case.
Vranj forwards the case to the FUP legal department, and they contact both the Prosecutor's Office and the Court.
Lukač then insolently writes: "Mr. Vranj, I gave you, and then Mr. Hujdurević, the task to file a criminal complaint against Anđić for false reporting. Where do you get the right to tell these people to contact the prosecutor – immediately act according to the order I issued to you."
Lukač's biography will also record that he drove away war commander Dragan Vikić from the FUP, who sued him for it. Vikić also sued him for that and for mobbing.
One should certainly not forget that Lukač, on several occasions, while driving drunk, wrecked official vehicles, but these cases were covered up, and he never faced even disciplinary action.
How will the ministers of the SDA and HDZ in the Government of the Federation of Bosnia and Herzegovina, who voted for Lukač's appointment, now answer to the public, if they of course respect the law, as to why a pensioner (with a full 40 years of service) should be the police director, and how will they even do it legally, instead of one of the younger candidates with much better references than him? Or will he go into retirement and then become police director based on a service contract?
