(Patria) - Negotiations on ending the war in Ukraine are entering a new phase, as diplomacy intensifies on the international stage.
According to announcements, American negotiators will meet with Russian and Ukrainian representatives in Abu Dhabi these days, in an attempt to find a framework for ending the conflict that has been ongoing for almost three years. At the same time, Kyiv was once again hit by a strong Russian missile attack last night.
The European document envisages much stronger and long-term support for Ukraine, including clear security guarantees and the reconstruction of the country with financial compensation from Russian assets.
The Kremlin rejected the European proposal today, stating that the document "does not take into account the realities on the ground and Russia's interests". Moscow claims that peace can only be achieved by "accepting new geopolitical facts", which the West and Ukraine reject.
Kyiv stated that the proposal is a good basis for serious negotiations and that Ukraine does not renounce its borders or sovereignty. Ukrainian authorities insist that a ceasefire must be internationally monitored to prevent, as they claim, "a repetition of Russian aggression".
The US-Russia-Ukraine meeting in Abu Dhabi should provide the first clearer signals as to whether there is room for rapprochement of positions or if the war will enter a new phase of uncertainty.
European proposal:
a complete and unconditional ceasefire on land, sea, and air
international monitoring of the ceasefire, using satellites and drones
a mechanism for reporting and sanctioning ceasefire violations
unconditional return of all deported Ukrainian children from Russia
exchange of all prisoners of war and release of civilian detainees
respect for Ukraine's sovereignty and no coercion towards neutrality
legally binding security guarantees, including from the USA
Ukraine's full freedom in developing its armed forces and international military cooperation
possibility of NATO membership, with the alliance's consensus
guaranteed admission of Ukraine to the European Union
resolution of territorial issues only after a complete ceasefire
restoration of control over the Zaporizhzhia nuclear power plant and the Kahovka dam
financial reconstruction of Ukraine, including the use of frozen Russian assets
possible gradual lifting of sanctions against Russia only after lasting peace
launching discussions on a new European security architecture
