
(Patria) - The Presidency of the Party of Democratic Action (SDA) met in Sarajevo today.
Upon conclusion of the session, the SDA provided the media with 13 adopted conclusions, which we present below.
1. The SDA Presidency demands that the BiH Prosecutor's Office and relevant security agencies stop yielding to Dodik's regime and attacks on the constitutional order of Bosnia and Herzegovina.
BiH judiciary is obliged to open all cases against Dodik that have been gathering dust for years, including those related to corruption and the collapse of banks in the RS entity.
2. The SDA Presidency condemns the intention of the RS entity authorities to adopt a new Constitution, which contradicts the fundamental principles of the Dayton Peace Agreement, the European Convention on Human Rights, and the Constitution of Bosnia and Herzegovina.
The attempt to define the RS entity as a "Serb state" with the right to self-determination, and the exclusion of Bosniaks and Croats from the decision-making process, is completely unacceptable. The SDA will do everything necessary to prevent such a document from coming into force.
3. The SDA Presidency calls on the Peace Implementation Council, the High Representative, and all relevant international actors to move from verbal condemnations to concrete actions that will stop the anti-Dayton activities and attacks on the constitutional order by the leadership of the RS entity.
It is high time to stop the attack on the state of Bosnia and Herzegovina by using the Bonn Powers, sanctions, a final decision on the status of Brčko District, and increasing the presence of EUFOR to protect returnees and assist domestic structures in maintaining peace.
4. The SDA Presidency assesses that the parties of the Troika (SDP, NiP, and NS) also bear responsibility for the greatest post-war security and political crisis. With their subservient attitude and ceding of a series of important positions, especially those in the security sector, the Troika has strengthened Dodik's position and has no strategy or plan to resolve the newly created crisis.
The only things they offer are populist moves and statements that solve nothing. They fail to remove SNSD cadres from power, and at the same time, they financially strengthen his regime by providing 100 million KM for the building of Dodik's godfather, delivering him money from the Central Bank of BiH, and paying the debts of the RS entity with money from the state level.
Their incompetence and immaturity, especially the statements by the Troika leaders that discourage and pacify state police agencies, increasingly endanger the interests of the state of BiH.
5. The SDA Presidency warns the leadership of Serbia to stop its flagrant interference in the internal affairs of Bosnia and Herzegovina, as it violates the Dayton Peace Agreement as a signatory.
The political and military leadership of Serbia from the 1990s is responsible for the genocide committed in Srebrenica, as well as the aggression against Bosnia and Herzegovina, which brought suffering to all peoples and citizens.
The declaration of the "All-Serb Assembly" from 2024 and a series of activities they are undertaking confirm that the current leadership, led by Vučić, is intensifying the attempt to realize the Greater Serbia project once again. Such a policy poses a danger to the stability of the entire region.
6. The SDA Presidency warns domestic and international actors not to fall into the trap and agree to Milorad Dodik's well-known strategy of first creating a problem and then offering negotiations in which he is rewarded.
There should be no negotiations with the destroyers of BiH's constitutional order. Instead, the full rule of law must be established. All orders and decisions of BiH judiciary must be implemented, and Dodik must be held accountable for violating the law.
7. The SDA Presidency condemns the primitive attack by Dodik's regime and the expulsion of the German Minister for Europe, Anna Luehrmann, with threats of force. This attack is a clear message to Western democracies about the policy pursued by the RS entity leadership and should not go unanswered.
We demand an investigation into the responsibility of those in charge at the Directorate for Police Coordination, which did not react adequately.
8. The SDA Presidency demands an urgent investigation into the omissions of those responsible at the BiH Border Police, who, despite an arrest warrant, allowed Milorad Dodik and Nenad Stevandić to move freely and cross the BiH border.
9. The SDA Presidency supports and welcomes the decision of the Bosniak Caucus in the House of Peoples of the BiH Parliament to not allow the flagrant violation and abuse of the Rules of Procedure by the Speaker Nikola Špirić and his deputy Dragan Čović.
The blockades of the House of Peoples' work carried out by SNSD and HDZ delegates, aiming to prevent Špirić's dismissal, must be stopped. Therefore, it is necessary to conclude the 11th session, at which a vote on dismissal should take place, and only then begin with the next session.
10. The SDA Presidency notes that the proposal for the Election Law, submitted to the House of Peoples by the HDZ, is unacceptable because it is unconstitutional and reinforces ethnic discrimination.
The Troika's proposals for the asymmetric election of members of the BiH Presidency, according to which a member of the Presidency from the RS entity would be directly elected, and one or both members from the Federation in Parliament, are also completely unacceptable.
A comprehensive reform of the electoral legislation must address the implementation of judgments of the European Court of Human Rights, the integrity and transparency of elections, and limit the role of the Houses of Peoples to protecting vital national interests.
11. The SDA Presidency strongly condemns the new concessions made by the Troika to the HDZ, with the intention of illegally handing over control of the Federal Police Administration and Federal Television to them, appointing individuals to its Supervisory Board who glorify the so-called "Herceg-Bosna", relativize judgments on the Joint Criminal Enterprise, and insult Bosniaks.
With such actions, the Troika once again proves that it is the "contractor" for the interests of the HDZ leadership, and that their real boss is the president of the HDZ.
12. The SDA Presidency warns the representatives of the Troika to stop the enormous borrowing of the Federation of BiH, as well as the Sarajevo Canton.
The imposed FBiH Government has turned a surplus, left by Fadil Novalić, into a deficit of over 600 million in a short period, and has borrowed an additional billion KM for the Federation.
The incompetent Troika Government has borrowed 640 million for the Sarajevo Canton and, in doing so, incurred a deficit of 170 million KM.
The incompetence, inability, and extravagance of the Troika's cadres must not be paid for by citizens, whom they persistently indebt, endangering the financial stability of the FBiH and KS.
We commend the cantonal governments led by SDA prime ministers, which, despite having budgets half the size per capita of that in Sarajevo Canton, manage to maintain financial stability and implement projects significant for citizens.
13. The SDA Presidency demands that the BiH Council of Ministers prevent the collection of the RS Government's debt to the Slovenian company Viaduct from the state of Bosnia and Herzegovina.
The RS Government, according to the valid agreement, committed to unconditionally fulfill all its payment obligations regarding the judgment rendered in the arbitration proceedings before the ICSID Tribunal.
It is completely unacceptable for this debt to be collected from the state of Bosnia and Herzegovina and for taxpayers from the FBiH to bear the consequences of the irresponsible behavior of the RS Government in this way.
