In a sea of lies and fake news, the biggest lie are the decisions of the authorities across and along Bosnia and Herzegovina.
War profiteers and virus dictators have decided to destroy fragile Bosnian-Herzegovinian democracy. Masking themselves as "protectors of the people" from the modern plague designated as COVID-19 and SARS-nCoV.
Day after day, they tightened the noose around the neck of freedom.
The World Health Organization (WHO) announced at the end of September last year that about 2.6 million people die annually from unintentional errors in clinics and hospitals worldwide.
Our swindlers failed to create a database of this information, so we in BiH don't even know how many people die in such situations. Perhaps many lives would be saved if there was a record of these errors.
Back then, protection measures meant nothing to them.
Today, we have parainstitutional and unconstitutional actions by political clowns, who order and command us from television.
I will start with the latest action of the system in Republika Srpska. The National Assembly of that entity voted for a state of emergency on the territory of that entity. The very fact that they closed their doors to the public in that act raises suspicion.
In a dictatorial-manipulative style, they invoked the Constitution of RS, although that Constitution refutes and exposes them to the bone.
A state of emergency foreshadows a much worse situation than a pandemic. It foreshadows war and all the darkness of that concept. That's probably why normal countries and regions in Europe don't introduce it. Coincidence or not, only dictators Orban, Vučić, and the little dictator Dodik have introduced a state of emergency so far.
Article 10, paragraph 2 of the Law on Defense of BiH states that the Parliamentary Assembly of BiH is competent to "declare a state of emergency at the request of the Presidency when there is a threat to the existence of Bosnia and Herzegovina, a threat of attack on Bosnia and Herzegovina or any part of Bosnia and Herzegovina, or an immediate danger of war".
The President of the RS entity, Željka Cvijanović, and the supreme deity of all who love SNSD, Milorad Dodik, justified the state of emergency by "easier passage of decisions".
"The President of Republika Srpska gains new competencies to make acts with the force of law," announced the President of RS..
That they deceived the entire audience is shown by Article 81 of the Constitution, which they invoke. The Constitution, if read from the right side, clearly states that the president is not right.
"The President of the Republic during a state of war and a state of emergency, declared by the institutions of Bosnia and Herzegovina, if the National Assembly cannot convene, at the proposal of the Government or on their own initiative and after hearing the opinion of the President of the National Assembly, shall issue decrees with the force of law and on matters within the competence of the National Assembly and shall appoint and dismiss officials elected, appointed or dismissed by the National Assembly," states the mentioned article of the Constitution.
Željka and Milorad, with their political (perhaps even religious) group, also invoked Article 70, paragraph 3 of the Constitution.
"The National Assembly, in accordance with the Constitution and the law, declares: A state of war or state of emergency for the Republic or part of the Republic in case of security threats due to natural disasters (floods, earthquakes, and fires), natural catastrophes, epidemics, violations of human rights and freedoms, and the normal functioning of the constitutional bodies of the Republic. The provisions of paragraph 3 of this article do not apply to the use of the army and other measures within the competence of the institutions of Bosnia and Herzegovina," reads paragraph 3 of the mentioned article.
Imagine Dodik declaring a state of emergency due to violations of the human rights of Bosniaks because they do not have the right to the Bosnian language.
Of course not.
Therefore, a state of war and a state of emergency are declared by the institutions of BiH, specifically the BiH Assembly. Interestingly, the Constitution of RS states exactly that: institutions of BiH, not common institutions as Dodik and his followers emphasize.
Most importantly, Cvijanović has no right to issue acts with the force of law, because the state of emergency was not declared by the institutions of BiH. That ends the story about the stated reasons for declaring a state of emergency. Additionally, what prevents the NSRS from convening if Igor Radojičić, the mayor of Banja Luka, states that Banja Luka has shut down clusters and prevented an explosion of the coronavirus epidemic?
We can infer the reasons for declaring an unconstitutional state of emergency from the very first decision during that state. RS will borrow 300 million, thereby violating its own decisions. What else they will violate remains to be seen, but it is already clear that they have usurped legislative power and the public's right to be involved in decision-making processes. All of the above is enough to characterize the decision as a dictatorship. And to cast doubt on the intentions behind the state of emergency.
It is not much different in the Federation of BiH entity. All decisions at the political and operational level of this entity have been taken over by a small group of people, de facto nullifying the legislative power.
The situation is similar at lower levels, leading to general chaos in the decision-making system.
Especially since many of these decisions involve violations of human rights. An additional problem is that Sarajevo Canton, as a lower level of government, has blocked the work of the legislative power in the Federation with its decision to ban gatherings of more than 20 people.
While the state government is inert and blocked, the entities and lower forms of government have decided to turn back the political system 100 years. The Constitution, laws, and rules are solely their will.
Foreign occupiers have been replaced by domestic occupiers-dictators who, in their selfishness, do not hear the messages of a quarantined person. Let's just hope it doesn't backfire on all of us.
