
(Patria) - The cabinets of Chairman Željko Komšić and BiH Presidency member Denis Bećirović issued a statement today regarding a series of untruths presented in connection with the non-adoption of the budget of BiH institutions and international obligations for 2025.
In a joint statement, Komšić and Bećirović pointed out the following facts:
1. The Council of Ministers of BiH is responsible for the non-adoption of the budget of Bosnia and Herzegovina institutions and international obligations for 2025. The Ministry of Finance and Treasury of BiH, headed by the minister who, instead of implementing the laws of Bosnia and Herzegovina, implemented the directives of the secessionist regime of the RS entity, bears special responsibility;
2. Instead of in October 2024, as stipulated by the Law on Financing of Bosnia and Herzegovina Institutions, the Council of Ministers of BiH submitted the Draft Budget for 2025 only in April 2025. In addition to the obvious violation of legal deadlines, the submitted Draft Budget was contrary to constitutional and legal provisions;
3. In addition to a number of other shortcomings, the Draft Budget submitted by the Council of Ministers of BiH contained an unacceptable provision for the state of Bosnia and Herzegovina, as well as taxpayers from the FBiH entity, to repay a debt due to the verdict in the "Viaduct" case, for which the leaders from the RS entity are solely responsible. Thanks to the Presidency of BiH, the harmful proposals previously adopted by the Council of Ministers of BiH were stopped;
4. After the Presidency of BiH prevented the realization of the dangerous intentions of the RS entity leadership, the Central Bank of BiH and the High Representative of the international community in Bosnia and Herzegovina reacted and made adequate decisions;
5. Although the Presidency of BiH returned the Draft Budget to the Council of Ministers of BiH for revision, the responsible minister continued to insist that the Council of Ministers of BiH repay the RS entity debt with state money, thereby continuing to block the adoption of the budget for 2025;
6. Even after the adoption of the conclusions of the Presidency of BiH and the decision of the OHR, the Council of Ministers of BiH and the responsible minister have not taken the necessary steps to prepare and submit an adequate Draft Budget of BiH for 2025;
7. The Parliamentary Assembly of BiH, although it has legal and other mechanisms at its disposal, has not used them so far, nor has it called the Council of Ministers of BiH to account;
8. After the Council of Ministers of BiH, even after several months of waiting, did not submit a corrected Draft Budget for 2025, the Presidency of BiH determined the Draft Budget on August 19, 2025, with the aim of removing evident obstructions and blockades in the process of adopting the budget for 2025;
9. The Draft Budget that the Presidency of BiH sent to the Parliamentary Assembly of BiH cannot be viewed separately from the adopted Conclusions of the Presidency of BiH of August 19, 2025, which obliged the Ministry of Finance and Treasury of BiH to provide adequate support in the Parliamentary Assembly of BiH, on behalf of the proposer, for the adoption of the Draft Law on the Budget of BiH for 2025.
