Komšić: European Commission recognized the inefficiency of the coordination mechanism

(Patria) - The European Commission has recognized the inefficiency of the coordination mechanism, believes member of the Presidency of Bosnia and Herzegovina Željko Komšić.

Namely, the European Commission, in its Opinion on Bosnia and Herzegovina's application for membership in the European Union, also addressed the Coordination Mechanism, which it assesses as insufficiently effective, explaining this by the fact that cantons do not have sufficient capacity to carry out the necessary work and tasks within European integration.

"The European Commission particularly emphasizes that the existence of 14 administrative bodies across the country (10 cantonal governments + 2 entity governments + Brčko District + Council of Ministers), organized into an inefficient Coordination Mechanism, causes significant difficulties in pooling resources and capacities within state institutions so that Bosnia and Herzegovina can cope with the obligations of accession to the European Union.

This actually points to the inefficiency of the Coordination Mechanism, which is cumbersome, slow in decision-making, and subject to various political influences.

More precisely, the European Commission expects Bosnia and Herzegovina, like all other countries that have gone through the candidate procedures and the opening of negotiations on chapters, to simplify its Coordination Mechanism in such a way that, according to previous practices from other countries where only the state governments of the then EU candidate countries did so, it applies the same method in BiH, where coordination would be carried out only between state line ministries.

Therefore, they emphasized the need for state institutions to take over the competencies of lower levels of government. We have all spoken about this in the past, both the DF as a party and myself personally, when we clearly pointed out that the Coordination Mechanism is a problem or too great a difficulty to carry out all the work related to the European path of Bosnia and Herzegovina successfully and efficiently in this way," stated Komšić.
