Recruitment for new jobs delayed, solutions for staff allocation and norm supplementation by the start of the school year

(Patria) - The Ministry of Education of Sarajevo Canton informs the public that solutions for staff allocation and norm supplementation will be adopted by the start of the new school year, in accordance with past practice.

Recruitment for new jobs will be announced as soon as the EMIS system is fully technically ready, taking into account the annual leave of the members of the recruitment committees responsible for verifying candidate documentation.


“We want to clearly state that the start of the school year will not be jeopardized. There are legally prescribed mechanisms that allow for the timely engagement of staff until the recruitment procedures are completed.


We remind you that the Ministry, acting in accordance with the recommendations of the Office for the Fight against Corruption of Sarajevo Canton, has initiated the process of digitizing the management of surplus staff and recruitment in educational institutions. This reform step aims to establish a fair and transparent recruitment system, in which criteria are clearly defined, and all candidates are treated equally and without external influences.


Despite intensive efforts to publish the recruitment notices in mid-June, this goal could not be achieved due to the slow and partly inaccurate data entry into the EMIS system by some schools. Such omissions have temporarily prevented the use of the software tool developed for automatic allocation and norm supplementation.


At the same time, the University Teleinformatic Centre of the University of Sarajevo (UTIC) is intensively working on further improving the functionality of the software solution. The entire process is taking place within the broader digital transformation of the educational system of Sarajevo Canton, which is already achieving significant results – from the digitalization of enrollment in secondary schools and preschool institutions, through the introduction of e-diaries, to the digital preparation of annual work programs.


We are aware that digital transition requires time, adaptation, and coordination of all stakeholders, but we are convinced that by next year, all recruitment and staff management processes through this system will be completed before July 1st. This will allow us to fully experience the benefits of digitalization, including more efficient procedures, greater transparency, and equal opportunities for all.
The digitalization of recruitment in education is not a technical necessity, but a reform step towards a fairer and more professional system. In this way, we are building an education sector based on responsibility, criteria, and equal opportunities for all, free from informal practices and individual influences.
