Personnel Chaos Directed by SDP, with Mudželet Everywhere: From Park and UMAX to Toplane!

In the politically polluted space of the public administration of Sarajevo Canton, the name Amer Mudželet is increasingly emerging as a symptom of deeply entrenched party control over key institutions. After Dnevni avaz reported that Mudželet, a sociologist by profession with no experience in the energy sector, is the main candidate for director of KJKP “Toplane – Sarajevo”, we are also uncovering new layers of controversy surrounding his appointments.

Because Mudželet is not just a cadre in utility companies; he is also the director of the company “UMAX GROUP” d.o.o. Sarajevo, a company seized from its previous owner and placed under the administration of the Federation of BiH.

Formally, it is a private company, but in reality it is managed by the Federal Agency for the Management of Seized Property, under the absolute political control of the SDP.



Mudželet is currently also the executive director for production, engineering and capital investments at KJKP “Park”, and director of UMAX, which is confirmed by an extract from the court register.




Earlier, albeit briefly, he was also engaged with the Mayor of Stari Grad Municipality, Irfan Čengić. Now he is the main candidate for the position of director of the Sarajevo district heating company.

All this without any visible qualifications that would justify such a career.

His academic background in sociology offers no connection to energy, engineering or large infrastructure systems. There is no available biography showing experience in leading complex organizations, managing investments or technical sectors. Yet, his political connection to the SDP is apparently a sufficient criterion.

Particularly concerning is the fact that there is no institutional reaction to the obvious overlapping of functions and possible conflicts of interest. How is it possible that the same person simultaneously runs a company under the administration of the Federation and holds managerial positions in cantonal companies? In serious systems, this would be grounds for an investigation by agencies for the prevention of conflicts of interest, but in Sarajevo it becomes the standard. Because at the Federation level, there is no institution or body that would determine a conflict of interest!?

Appointments without a public competition, away from the public eye, are becoming a mechanism for silent party distribution of functions, and institutions that should oversee the legality of procedures remain silent or do not exist at all.

Responsibility for such appointments lies with the Cantonal Organization of the SDP, headed by Minister Adnan Šteta.

In the meantime, the city is littered with garbage, sewage is overflowing with feces, and the health of citizens is threatened by the emergence of diseases such as leptospirosis. Public companies are sinking into debt, without vision, without a plan, without accountability, but with clearly drawn party schemes.

Amer Mudželet is not an exception; he is the rule of a captured system. He is a mirror of a structure in which the best are not chosen, but the most loyal. In which citizens no longer believe that institutions work in their interest. In which parties take control of all levels of management, from cemeteries to heating.

If this model is not stopped, the price will not be only moral. The price will be the citizens' money, their health, their dignity, and their right to a state that works for them, not for the party.
