The first day of the HJPC session on Wednesday was a difficult day for the HJPC president Halil Lagumdžija. First, he failed to appoint Dženana Brković as president of the Cantonal Court in Sarajevo, and a little later, Lagumdžija's conclusion that the Secretary General and the Chief Disciplinary Prosecutor continue to work in a “technical mandate” until the completion of the tender procedure was not adopted.
And then Lagumdžija spoke. One might say, in line with the Bosnian judiciary, because it is significantly late in everything, so Lagumdžija, following that practice, threatened at the end of his term! Because the threat that feathers will fly if he speaks out means nothing to the citizens of Bosnia and Herzegovina at this moment. The feathers should have flown long ago!
- I heard about some actions that are not appropriate for members of the Council, that two members are doing things that are not correct, I invited them for a conversation and presented it to them, that my authority is being undermined in public and my dismissal is being prepared. They were in Banja Luka and talked to a very influential person to influence the members from Republika Srpska, but in the end, there was no influence, that person rejected them - said Lagumdžija.
Therefore, he indirectly admits that he was helped by Milorad Dodik's people, just as he once helped Milanko Kajganić to be elected as the Chief Prosecutor of the BiH Prosecutor's Office.
Lagumdžija was involved in processes during the election of deputy chief prosecutors.
We remind that four days before the interviews with the candidates for two positions of deputy chief state prosecutor began, the president of the High Judicial and Prosecutorial Council of BiH Halil Lagumdžija changed the composition of the Commission that was supposed to conduct the interviews.
The reason, as the media wrote, was to remove prosecutors Enisa Adrović and Bojana Jolović from the race for deputy chief state prosecutors, and to appoint Džermin Pašić and Dubravko Čampara to the deputy positions. In the end, Pašić was appointed, but not Čampara, and the second deputy was Mladen Furtula.
Now Lagumdžija, whose term has already expired, states that one of the Council members accused him of illegal work by the Secretary General. And it's not just certain members, but the media have also written about Admir Suljagić, especially in the context of Kajganić's appointment.
Suljagić's official trip to Laktaši and Banja Luka at that time, where a certain majority in the High Judicial and Prosecutorial Council appointed Milanko Kajganić as the Chief Prosecutor of the BiH Prosecutor's Office, has not yet been forgotten.
On that trip, according to Istraga, the Secretary General of the HJPC promised judicial staff from Republika Srpska that he would convince Halil Lagumdžija to change his stance regarding Kajganić's election. And indeed, Lagumdžija changed his stance, and perhaps that's where the problem lies, so those new lobbyings by other currents in RS did not yield results!
- I will very soon come out with names and surnames and a lot of other data on how the system is being abused. I will give a statement to the BiH Prosecutor's Office regarding this, this is a person who will be a candidate for the election of the new president of the Council - said Lagumdžija, Detektor reported.
What does this actually mean? Did Lagumdžija indirectly say that we would not have learned about any of these alleged illegalities if his plans had succeeded? We don't need to look far for the answer; Lagumdžija wouldn't be talking if the judges of the BiH Court had given him a new chance and a new mandate. But they didn't! Izo Tankić was appointed to the HJPC instead of Lagumdžija.
It is important to recall a statement by Lagumdžija when he said that 'where there are disciplinary proceedings and where it is determined that prosecutors have overstepped, to put it layman's terms, there will be disciplinary proceedings'.
And they did overstep, but there were no more serious proceedings.
Playing with human destinies, political processes as if we are in an autocracy and a dictatorial system! And Lagumdžija was and remains part of that 'overstepping'!
And that 'overstepping' has been going on since the appointment of Chief Prosecutor Milanko Kajganić, in which Lagumdžija and his associates 'overstepped'.
The public has somewhat suppressed it, but has not forgotten how Lagumdžija went from being an opponent of Kajganić's appointment to the greatest protector of a man who came to the BiH Prosecutor's Office without a single indictment, and soon became the chief prosecutor.
Justice and law must be applied equally to everyone, not exclusively to the 'privileged'!
That is why no one raises their voice for the fighters of the Army of RBiH, whom the Prosecutor's Office is burying with indictments, because no one can build their political power or authority on that, and in such cases, the character of the war is being changed.
As long as politicians have their fingers in the judicial system, there is no justice. And especially the politics from Serbia, which is doing its job well by installing its cadres in the judiciary.
The practice over the last 30 years has shown that those who are supposed to protect the interests of citizens and ensure their safety play a leading role in corruption and crime, and they participate day after day in fabricating court proceedings and verdicts based on their own impressions, as they state in their verdicts because, according to them, evidence is not even important.
More than 1,000 complaints are waiting to be resolved, but the system does not recognize the root of the problem – because, as the saying goes, the fish stinks from the head. Halil Lagumdžija, you have not only overstepped, but you have spoken out when it was already too late – at the moment when your term expired.
