Jozo Anđić Investigated for Stating Lukač's Mandate Expired!?

The four-year mandate of Dragan Lukač as Director of the Federal Police Administration expired on December 7, 2014, and in accordance with Article 45 of the Law on Internal Affairs of the Federation of Bosnia and Herzegovina, he is no longer the head of the FUP, writes the BiH news agency Patria.

Due to this statement, published on Wednesday, December 10, an internal investigation and disciplinary procedure was initiated yesterday against high-ranking FUP official Jozo Anđić. The document was signed by Vahidin Munjić, who was appointed acting head of the Internal Investigations Department by Lukač four months ago via an order (valid for 30 days), without a formal decision, and contrary to the law as he does not possess the required rank.

Anđić could neither confirm nor deny this information, only stating that he is prohibited from speaking to the public.

Let's return to Dragan Lukač, who has legally not been the director for six days. Article 45 of the Law on Internal Affairs clearly states that "if the director is unable to perform the duties of managing the Police Administration due to the expiration of the mandate... the deputy shall perform that duty... The Deputy Director of Police shall assume the duties of the Director of Police the day after the decision on dismissal from duty, acceptance of resignation, or (in Lukač's case) the expiration of the director's mandate is issued."

Therefore, Lukač knowingly misled the public with his statements that he is the legitimate director of the FUP until he is dismissed by the body that appointed him, because in his case, it is not a dismissal from duty but an expiration of mandate, which is clearly formulated by law.

Incidentally, during his four-year mandate, Dragan Lukač frequently acted arbitrarily, transferring those who refused to work illegally and follow his directives to unsuitable positions, while rewarding his obedient followers with better positions even if they did not meet the legal requirements.
