Reactions to the Order of the High Representative in Bosnia and Herzegovina, which declares that the conclusions of the National Assembly of the Republika Srpska no. 02/1-021-1562/24, 02/1-021-1563/24 and 02/1-021-1564/24, adopted at its 16th special session, held on 24 and 25 December 2024, violate the obligations and responsibilities of the RS, according to Annex 4 and Annex 10 of the General Framework Agreement for Peace in Bosnia and Herzegovina, and which prohibits the implementation of the said conclusions, have not subsided.
Thus, Staša Košarac, a minister in the Council of Ministers (I do not know which portfolio, he is so active), also reacted, stating: "We will not succumb to pressures and attacks on the institutions of the RS, its president, and the positions of the Serbian people. The National Assembly is the address for adopting constitutional, Dayton, and legitimate decisions."
Well, you see something, Košarac, no one is forcing you to succumb to pressures. Continue on the path you have taken. Perhaps that would be best for Bosnia and Herzegovina and its citizens who love it.
As for the position of the Serbian people, which you defend in your address, I cannot agree with you there. The position of the Serbian people in Bosnia and Herzegovina, or more precisely the Bosnian Serbs, is such that it would be good if someone were attacking it, so that it might change for the better.
Because you have brought the Serbian people in Bosnia and Herzegovina, and thus all other citizens, especially in the RS entity, which you rule autocratically, to the brink of existence. Only dear God knows how much money from the state budget has ended up in private pockets. And that is throughout the entire country.
Some things are being uncovered and prosecuted, some are pending the start of proceedings, and some will come up later.
You say "that it is a crazy and wretched country where an illegitimate foreigner rises above legitimate institutions and legitimately elected representatives of the people." You are wrong, Staša. Look, I think that the politicians in this beautiful country who receive huge salaries from its budget, yet work against their own state, are wretched and crazy.
I agree with you that "the National Assembly of the Republika Srpska is an expression of the democratic electoral will of the people in the Republika Srpska," but I do not agree that it, as you claim, makes legitimate decisions in accordance with the Constitution and the Dayton Peace Agreement.
Because if that were the case, everything in this country would be different. And the High Representative, whom you claim has no legitimacy, would not have to act at all. His legality and legitimacy are not in question at all. He was established by the Dayton Peace Agreement and appointed by the Steering Board of the Peace Implementation Council.
The first High Representative was appointed in this manner. And the UN Security Council was informed about it. At that time, it suited everyone. Until things went "south" for you. Until the High Representative bothered you and stood in the way of your anti-Dayton and anti-constitutional activities.
Well, the mediators and participants of Dayton knew what fools they would face after the end of the aggression. They had to find some mechanisms to prevent war from breaking out again.
And those phrases and lies of yours about respecting the Dayton Agreement and the two entities and three constituent peoples, hang them on the cat's tail. The sovereign state is Bosnia and Herzegovina and its citizens. Yes.
The citizens of Bosnia and Herzegovina are the bearers of sovereignty. Not any peoples (Serbs, Bosniaks, Croats). And the entities have only those competencies prescribed by the Constitution and must, when making their decisions, adhere to the Constitution and laws of the state.
In challenging the state of Bosnia and Herzegovina, you have been joined by Zoran Krešić, a journalist from Večernji list BiH, who says that "Bosnia and Herzegovina, lacking sovereign authority, does not meet the basic conditions of statehood. According to legal theory, a state must have territory, sovereign authority, and a people. Here we have three constituent peoples, but at least two of those three items are not fulfilled."
Krešić forgets, I believe intentionally, that legal theory does not say that a state must have peoples (our constituent ones), but rather it must have a people in the broadest sense, which is the population or citizens of a certain area. So, we have territory, a people, and authority. And these are all the elements necessary for the existence of a state.
Just because you are trying to divide both the territory and this Bosnian-Herzegovinian people (citizens - Bosnians) and weaken the government of Bosnia and Herzegovina, that cannot be an argument that we do not have these elements and that Bosnia and Herzegovina does not meet the conditions of statehood.
That is the desire of Krešić, who claims "For me, Herceg-Bosna is sacred." For him, then, the UZP, which was convicted in The Hague, is sacred, just as for Košarac the RS is sacred, in which 750 mass graves have been discovered so far and where unprecedented war crimes and genocide against Bosniaks were committed.
For me, the state of Bosnia and Herzegovina is sacred, and it would be better if it were for you as well. Otherwise, you are wasting your time trying to break it up.
