Isak Responds to Nešić: You Conceived This Well, But We Saw Through You

(Patria) - Federal Minister of Internal Affairs Ramo Isak commented on the reaction of the BiH Minister of Security Nenad Nešić yesterday, regarding the events in the National Contact Point between BiH and EUROPOL.

The Federal Ministry of Internal Affairs, unlike the BiH Ministry of Security, has not previously commented on this issue, believing that problems should be resolved institutionally, not through the media.

"Mr. Nešić, can you publicly disclose the consent given by the National Joint Contact Point (NJCP) BiH with EUROPOL to the RS Ministry of Internal Affairs for the establishment of the SIENA extension – a secure communication channel – at the headquarters of the RS Ministry of Internal Affairs in Banja Luka?

You cannot, because such consent does not exist. It was never given by the deputy coordinator in the NJCP BiH with EUROPOL from the Federal Ministry of Internal Affairs – the Federal Police Administration.

You submitted the request illegally and in violation of the Agreement on Operational and Strategic Cooperation between Bosnia and Herzegovina and the European Police Office, and in violation of the Rulebook on Work and Operational Cooperation of the National Joint Contact Point of Bosnia and Herzegovina with EUROPOL.

Should I, Mr. Nešić, teach you that Article 6, Paragraph 2 of the Agreement on Operational and Strategic Cooperation between Bosnia and Herzegovina and the European Police Office states that the exchange of information between BiH and EUROPOL takes place through the NJCP BiH with EUROPOL, and that other bodies such as the RS Ministry of Internal Affairs can directly exchange information with EUROPOL only if EUROPOL and the NJCP BiH with EUROPOL deem it appropriate?

Do you know that Article 10, Paragraph 2 of the Rulebook on Work and Operational Cooperation of the NJCP BiH with EUROPOL states that the coordinator is obliged to consult with the deputy coordinators and that consensus is required for decision-making?

Decisions, minutes, or other acts – stating that the NJCP BiH with EUROPOL gives consent to the RS Ministry of Internal Affairs to exchange information with EUROPOL, member states, and third parties without the knowledge of the state of BiH – do not exist. You are acting illegally.

The request submitted by the RS Ministry of Internal Affairs to EUROPOL explicitly stated that the RS Ministry of Internal Affairs requests that the NJCP BiH for EUROPOL cannot see the content of the messages exchanged by the RS Ministry of Internal Affairs with EUROPOL, member states, and third parties.

I can understand that you have an indescribable desire to independently provide data, for example, to the Ministry of Internal Affairs of the Republic of Serbia, to inform them about criminal cases you are conducting against BiH citizens, and possibly to 'orchestrate' arrests in the territory of Serbia, but I cannot understand at all that you are willing to directly violate an international agreement and believe that it will pass.

Regarding the leakage of classified data, call a press conference and present the public with the security clearance for the person you have engaged for a longer period under a work contract to handle classified data.

You cannot do that, because you have engaged a person who does not have access to classified data and who has not undergone a security check, and whom you have allowed to handle classified data with the highest security classifications.

Minister Nešić, do not pretend to be the head of the NJCP BiH with EUROPOL, because you are not. Your role is essentially to act as a secretary, administrative and technical support for the NJCP BiH with EUROPOL.

Your ministry is not considered a competent authority in the sense of Article 7 of the Agreement on Operational and Strategic Cooperation between Bosnia and Herzegovina and the European Police Office. No offense, but you are something like the service staff of the NJCP BiH.

You will not transfer the competencies of state institutions, and above all the Directorate for the Coordination of Police Bodies of Bosnia and Herzegovina, to entity and cantonal police administrations.

Withdraw the request and suspend all future activities for which you do not have the consent of the coordinator and two deputy coordinators in the NJCP BiH with EUROPOL.

It should be clear to you that the representative of the RS Ministry of Internal Affairs must not and will not make any decisions on the exchange of information on criminal proceedings without the consent of the representatives of the Border Police of Bosnia and Herzegovina and the Federal Police Administration in the NJCP BiH with EUROPOL.

Or, if you want us to speak your language – without the consent of representatives from the Bosniak and Croat peoples. Likewise, it should be clear to you by now that our representative will never support any request that is detrimental to the state of Bosnia and Herzegovina.

I do not plan to discuss further with you because in this case, questions and answers should be posed by state prosecutors.

And the key answer will be the answer of the coordinator and two deputy coordinators in the NJCP BiH with EUROPOL, to two questions: Did you give consent for the request of the RS Ministry of Internal Affairs to be forwarded to EUROPOL? If not, who sent the request and when?

Please, do not pretend to be a patriot. You look ridiculous. Your story that Nenad Nešić loves the state of Bosnia and Herzegovina, and that Ramo Isak works against the state of Bosnia and Herzegovina, speaks to the level of panic you are in.

And yes, convey to the other directors of security agencies, who identify as members of the Serb people, and who, lo and behold, immediately after the RS Ministry of Internal Affairs, submitted requests for establishing direct communication channels with EUROPOL, member states, and third parties, to freely withdraw their requests, because the requests will not be granted.

You conceived this well, but we saw through you.
