FUP Inspector Claims: Lukač and Čampara Gave Recordings of My Conversations to FTV to Halt Investigations

Independent police inspector of the FUP Momčilo Tubić, currently under suspension-dismissal, sent an open letter to the Prosecutor's Office of BiH addressed to the Chief Prosecutor, then to the Prosecutor's Office of the Federation of BiH, the Office of the Council of Europe, the Office of the High Representative, the embassies of the United States of America, Austria, Croatia and Serbia, regarding his claims that Dragan Lukač, the current director of the FUP, "set him up", writes the Patria news agency.

Due to a long-standing struggle, he also filed a lawsuit against Lukač, and his case has been at the Sarajevo Municipal Court for seven months.

Avoided hearing

- They avoided the hearing in August, and now the judge forced them to come to the main hearing on December 11. Lukač, according to my information, is exerting pressure by all means on the President of the Court to reject my appeal – says Tubić for Patria.

Incidentally, Tubić was an investigator who, back in 2002, worked on the most responsible cases in the country, starting with BH Banka, SAB banka, and he is one of the first people hired by the OHR Office and the American Embassy when foreign prosecutors began coming to BiH.

- So I worked on the Hercegovačka banka case and the arrest of Ante Jelavić, I worked on the case of the President of the Court of Široki Brijeg Ivan Brekalo who was dismissed, Pere Marković, the Mayor of Čapljina Municipality who was dismissed by the High Representative, two criminal charges against Dragan Čović, the search of the MUP of HNK, the TWRA case – says Tubić, adding that all that time his companion in the form of physical security was Zoran Čegar, who at the same time extorted many Herzegovinian businessmen, for which he faced disciplinary action, and the Prosecutor's Office has never closed this case for 12 years.

- When Dragan Lukač returned to the FUP, I knew there would be revenge. It was aimed at the head of the criminal police Zlatko Biščević, at me, and at some other people. Among others, due to pressure, one man died, Enver Kriještalica. Later, he targeted Dragan Vikić and all those who are not in his circle – says Tubić.

- I knew there would be tremendous pressure on me. First, he abolished my position as head of the Detachment Department, then he didn't know what to do with me, so he assigned me as head of the Support Department, which my qualifications do not support at all. I reported Lukač to the Federal Prosecutor's Office, and I addressed it against an unknown person who gave the recording of me and Ivan Vukšić to FTV – explains Tubić.

The "Eronet" case

He claims that his conversation with the former director of the Federal Intelligence and Security Service (FOSS) Ivan Vukšić was accidentally recorded, and that proof of this is the fact that the Prosecutor's Office found no elements of a criminal offense there.

Incidentally, this case was with prosecutor Dubravka Čampara for four years, and Tubić suspects that it was precisely through that line and via Lukač that FTV obtained the audio recordings and broadcast them in a show.

- The telephone conversation between me and Vukšić was recorded completely by accident when SIPA was working on a cigarette smuggling case, and we were working on a case I was leading in Stolac when we arrested over 20 police officers involved in it. And then people in SIPA, not knowing the relationship between me and Vukšić, thought we were leaking information. However, there is nothing to that; it sat at the Prosecutor's Office for four years and a decision was made that there was no criminal offense. Then that recording was released to the public – adds Tubić.

As Tubić further claims, Lukač simultaneously exerted great pressure on him, even preventing the investigation against "Eronet" (Operation Reket) because a letter from Austria regarding that case came directly addressed to me, which did not suit him.

- The situation culminated when I sent a letter to the Commission of the House of Representatives of the PFBiH and then he initiates disciplinary proceedings again. I got off with a fine, but when he saw that nothing would come of that case at the Prosecutor's Office, he took that material and audio recordings, and he and Čampara gave it to FTV, causing enormous damage to my family and me – added Tubić.
