Presidents, prime ministers, ministers, their deputies and advisors, as well as MPs and heads of some state institutions can receive salaries even after their mandate ends. This right is granted to them by laws they themselves wrote and adopted at the state, entity, and cantonal levels of government, reports the Patria News Agency.
State and federal officials can enjoy the right to "white bread" for a year after their mandate expires. All officials in Republika Srpska (RS), West Herzegovina Canton (ZHK), as well as advisors in the Federation of Bosnia and Herzegovina (BiH) have been approved to receive such compensation for a maximum of six months.
They can receive a salary until they find another job or retire. Officials receive "white bread" even if they are dismissed or if they spend at least one day in office. There is also no limit to how many times the same person can use this right.
According to data collected by the Center for Investigative Journalism (CIN), in the past six years, 476 officials have received at least 8.5 million marks for "white bread", while 15 of them were on "white bread" twice.
So far, three cantons have abolished the right to "white bread": Tuzla, Una-Sana, and Sarajevo Canton. The procedure for abolition has also been initiated at the state level, CIN writes.
At the link http://www.cin.ba/bijeli_hljeb/ you can see the names of all those who have received and are receiving "white bread".
