Will the list of experts from which the Director of the Civil Service Agency of BiH selects commission members for competitions be changed?

(Patria) - The composition of commissions for conducting public competitions, of which three members are appointed by the Civil Service Agency of BiH and two by the institution where employment takes place, has raised the question of updating the list of experts from which the head of the Agency appoints commission members.

According to Patria's information, the last public call for the CSA's list of experts was published in 2021, and the director herself has discretionary power to appoint commission members. The list of experts should be publicly available, but at this moment it is not on the CSA's website.

The current director, Anita Markić (HDZ BiH), was appointed in August 2023.
Patria previously published an analysis of the composition of commissions in 50 public competitions conducted during 2023 and 2024. In these competitions, 221 people were employed in the institutions of Bosnia and Herzegovina: 88 Serbs, 74 Bosniaks, 54 Croats, four from other ethnic groups, and one undeclared.

Out of five commission members, Bosniaks are most often represented by one member, and very rarely by two commission members. Out of five commission members, it is evident that even two Bosniaks cannot be decisive in the competition procedure.

For the competition procedures in 2024, 530 people were appointed, with the largest number of members being Croats (185), followed by Serbs (179), Bosniaks (163), and three from other ethnic groups.

In a large number of cases, names are repeated. Thus, from September 2023 to the end of May 2025, the most frequently appointed to commissions for the recruitment of civil servants were Sanja Jokić in ten commissions, Edin Huskić in nine, Jure Zovko, Igor Bevanda, Emina Jahić, Azra Kost in eight commissions, Edin Mukinović, Nemanja Gojković, Saša Žuža, Žana Primorac, Goran Mišković, Sanja Jelić-Širić in seven, Marijana Galić, Dražan Primorac, Irina Krtalić, Ana Rašo, Željko Bogut in six, and so on...

The exact number of experts that the CSA has on its list of independent experts is not known, nor is the method by which Markić appoints commission members.


The Civil Service Agency made a decision to appoint a commission for the selection of managerial civil servants in the Ministry of Finance and Treasury of Bosnia and Herzegovina in May this year, with the following composition: from the Ministry of Finance and Treasury of Bosnia and Herzegovina, Sanja Jokić and Vera Letica, and independent experts: Edin Huskić, Tihana Lolić, and Žana Primorac.

All three assistant minister positions were filled by Serbs, and according to the names remaining on the lists, only Serbs applied for these positions.

Thus, Igor Ikonić was appointed to the position of managerial civil servant – Assistant Minister in the Sector for Succession of the Former SFRY and Management of BiH Assets in the Ministry of Finance and Treasury of BiH, with a start date of September 1, 2025.
Assistant Minister in the Sector for Relations with Financial Institutions in the Ministry of Finance and Treasury is Slaviša Ćeranić, while Aleksandra Kovačević was appointed to the position of Assistant Minister in the Sector for Financial Planning, Development, and Coordination of International Economic Assistance in the Ministry of Finance and Treasury.

The Minister of Defense of BiH, Zukan Helez, previously criticized the work of the CSA, stating that there were obstructions in announcing competitions in the Ministry of Defense of BiH, which the CSA denied. However, after a debate opened in the BiH Parliament regarding the national structure of employees in BiH institutions, the composition of commissions appointed by the CSA, and even the national structure of employees within the Agency itself, this story will have a continuation in the form of parliamentary questions and the introduction of order into this extremely important agency, which the 'Trojka' coalition handed over to the HDZ.
