Border Police of BiH Does Not Respect Court Ruling: Dodik Granted VIP Border Crossing as President of RS

(Patria) - The Border Police of BiH does not respect the ruling of the Court of BiH and allows Milorad Dodik VIP treatment when crossing the border of BiH.

According to documents in possession of Istraga, the Border Police of BiH allowed Dodik to come to the tarmac of Banja Luka Airport on August 21 this year in the capacity of "President of Republika Srpska", as a VIP person, from where he flew to Belgrade.

On the same day, Dodik returned from Serbia and had VIP status at Banja Luka Airport.

All this was done based on a letter from the Ministry of Interior of RS stating that Milorad Dodik would travel in the capacity of "President of RS", as well as an order from the headquarters of the Border Police of BiH.

The Appellate Division of the Court of BiH confirmed on August 18 this year the Decision of the Central Election Commission (CIK) of BiH by which Milorad Dodik was stripped of his mandate as President of RS.

After that decision, Dodik is formally no longer President of RS, in accordance with the final verdict of the Court of BiH which, due to the criminal offense of non-compliance with OHR decisions, imposed a security measure - a ban on performing the duties of president of that entity.

However, three days later, specifically on August 21, an act was sent from the "Cabinet of the President of Republika Srpska" to the Border Police of BiH and the Airport of Republika Srpska in Banja Luka, stating that "President of RS Milorad Dodik will travel from Banja Luka Airport on August 21, 2025 at 2:30 PM".

"The President will arrive at Banja Luka Airport in official vehicles Mercedes and Audi. We note that a KDZ inspection of the said vehicles will be carried out. The return is planned for the same day in the late evening hours.

We ask that you allow the entry of the said official vehicles onto the airport tarmac for the departure and return of the President of the Republic," stated in the letter from the head of the Cabinet of the President of RS.



After the border police officers working at Banja Luka Airport received this act, they sought further clarification from their immediate superiors in the Border Police of BiH.

They were then informed from the headquarters of the Border Police of BiH to "proceed as before, without any changes", until they receive different official instructions.

All of this has been documented by security agencies of BiH, and there is a document in the Border Police of BiH stating that Dodik is being "treated as before".

This means that this state police agency does not respect the final verdict of the Court of BiH which prohibits Milorad Dodik from performing the duties of President of Republika Srpska.

The Director of the Border Police of BiH is Mirko Kuprešaković, who was appointed to that position as a cadre of HDZ BiH. The Deputy Director of the Border Police of BiH is Ensar Korman, a cadre of the Troika parties.

The relevant Ministry of Security of BiH, after the resignation of Nenad Nešić, is managed by Deputy Minister Ivica Bošnjak, a cadre of HDZ BiH.

According to the verdict of the Court of BiH, Milorad Dodik was found guilty of committing the criminal offense of non-execution of the decisions of the High Representative under Article 203.a paragraph 1 of the Criminal Code of BiH, for which he was sentenced to one year in prison.

Based on Article 203.a paragraph 4 of the Criminal Code of BiH, in conjunction with Article 73 of the Criminal Code of BiH, the accused Milorad Dodik was also imposed a security measure banning him from performing the duties of President of RS for a period of six years from the date of the final verdict, with the time spent serving the prison sentence not counting towards the duration of this security measure.
