EU insists that BiH appoint a chief negotiator, adopt legal solutions, improve environmental protection...

(Patria) - At the ninth meeting of the Subcommittee on Transport, Energy, Environment and Regional Development between the European Union and Bosnia and Herzegovina, held on 10 June 2026 in Brussels, members of the two delegations exchanged information on the implementation of reforms and the transposition of EU legislation in the areas of water management and waste management, air quality, industrial pollution, nature protection and biodiversity.

The European Commission emphasised the need for a coordinated and harmonised approach at the state level. The BiH authorities are expected to begin implementing the state-level Strategy for Harmonisation of BiH Environmental Legislation, as well as adopting a state-level Environmental Protection Strategy and Action Plan that should be aligned with the EU acquis. In order to improve the implementation of environmental conventions signed by BiH and to ensure systematic reporting, BiH needs to formalise the procedure for appointing a contact point for BiH.

BiH actively participates in the activities of the Union Civil Protection Mechanism, and it is necessary to introduce the European emergency number 112 as soon as possible and establish a Protection and Rescue Unit on the entire territory of the state.

In the area of climate change, BiH needs to adopt a state-level law on climate change, as well as legislation on a system for monitoring, reporting, verification and accreditation, in line with obligations under the Energy Community. It is also necessary to adopt an integrated national energy and climate plan, and the BiH Delegation informed that the development of a new Nationally Determined Contribution (NDC) is underway. It was emphasised that BiH needs to increase administrative capacities in the area of climate action.

The BiH Delegation informed the Commission about the latest developments regarding the problems of road carriers and professional drivers from BiH in the EU and requested that work continue on finding a unique solution that will apply to all member states. The meeting also discussed the fulfilment of obligations under the Transport Community Treaty, the harmonisation of BiH legislation with EU regulations, and of particular importance in the transport sector is the adoption of the updated Framework Transport Strategy of BiH and the Strategy on Intelligent Transport Systems (ITS).

BiH needs to improve road safety management. It is necessary to establish a lead agency for road safety and make progress in developing a comprehensive state road safety strategy. BiH needs to fully harmonise its regulations on the transport of dangerous goods with the EU acquis and international standards.

Furthermore, further reforms and modernisation of the railway transport sector are needed, as well as the adoption of a legal framework and its alignment with the EU acquis regarding inland waterways and maritime navigation.

The Commission took note of the progress in preparing the Aviation Law. Regarding regional policy, the BiH authorities are expected to appoint a state coordinator for IPA III and develop a state-level regional development strategy. One of the topics of the meeting was the fulfilment of obligations under the Energy Community Treaty, and the European Commission called for accelerating the adoption of the Proposal for a Law on the Regulator, Transmission and Electricity Market in BiH.

The BiH Delegation informed the Commission about the latest developments regarding the construction of a radioactive waste storage facility at the Trgovska Gora location.
