DRAGAN DRAGANU SMETA Čović does not allow the election of Mioković, because Bošković needs to escort Vukoja to the Constitutional Court of BiH!

The opposition is blocking the work of the Parliament of the Federation of Bosnia and Herzegovina by using the possibility of breaking the quorum in working bodies necessary for the functioning of the Parliament. This is how, until about twenty days ago, the imposed parliamentary majority justified the inaction, which was clearly evident then as it is today.

In the past 20 days, since they amended the provisions of the Rules of Procedure by conclusion, on which the Constitutional Court will have the final say, the Legislative-Legal Commission has started to convene when it was supposed to decide on amendments to the Rules of Procedure, budget laws, and the like.

However, one commission of the House of Representatives of the Parliament of the Federation is not convening, even though the parliamentary majority has enabled it by conclusion. The Election and Appointment Committee, headed by Mladen Bošković (HDZ), has not held a single session, even though they can no longer “wash” themselves with the story of opposition blockade.

After Mirjana Marinković Lepić withdrew from the position of Speaker of the House of Representatives in October, Edina Gabela temporarily held that position, and after the rebellion from the opposition, it was Bošković who took over the position of Speaker. And all this without Gabela's consent, which violates the rules.

And Bošković, in the position of interim Speaker of the House of Representatives, is necessary for Dragan Čović and the Croatian Democratic Union to complete the process of installing Marin Vukoja in the Constitutional Court of Bosnia and Herzegovina.

And in that fact lies the reason for the absence of the session of the Election and Appointment Committee, which should also consider and propose a successor to Mirjana Marinković Lepić. And that is officially Dragan Mioković.

However, HDZ and its prominent cadres have clearly taken the subordination of Naša stranka to Dragan Čović's interests seriously, postponing the session of the Election and Appointment Committee without consequences.

And while the opposition was under serious discipline, the eternal critics from Naša stranka did not dare to comment on the problem of the change in the position of the Speaker of the House of Representatives.

Nothing braver in their silence and avoidance of Dragan Čović's anger are SDP and Narod i pravda, who consciously and unconstitutionally allow HDZ cadres to lead sessions of both houses of the Parliament of the Federation.

And while they bury the public with spins about laws, procedures, and rules they intend to pass, and have not passed a single one so far, at the same time, provisions of both the Constitution and the Rules of Procedure (old and new) are being violated, all to enable Čović to get a judge of the Constitutional Court of Bosnia and Herzegovina in the long run.

The institutional, constitutional, and legal carambol created by the incompetent and largely under-capacitated government led by HDZ and the Trojka is unprecedented in the entity of the Federation from Dayton to today.

The Constitution is irrelevant, because Bošković is there, he will write the Conclusion, and Naša stranka, SDP, Narod i pravda, and their satellites and expensive hands will coldly vote for it. According to the same model of Bošković's Conclusion, the Rules of Procedure and all other acts are irrelevant.

And then the representatives of that Trojka come out to the public and ask: “What did we betray, tell us”.

And it is easy to answer them, because they made mistakes before, but they did not allow themselves the luxury of handing over institutions to political forces that would most like to tear apart the state of Bosnia and Herzegovina.

Or in the specific case of Bošković, who during the past mandate could only lead a session as deputy speaker of the House of Representatives when the speaker Mirsad Zaimović went for lunch or had to leave the hall temporarily.

And today, that Bošković has a power that transcends all institutional rules, and if it continues at this pace, it is not excluded that he will propose a conclusion, and the Trojka will support it, that everyone goes to Zrinjski's matches with Marija Karamatić.

HDZ and Dragan Čović are not naive, they know what institutional and political advantage they have gained through partnership with the under-capacitated Sarajevo bloc, so that even the greatest collapse of the FBiH entity and its further decentralization is not impossible by the end of the mandate.

After all, as in the case of Vukoja, in the story about the Southern Interconnection, the political premature babies of the Trojka did not dare to object until the Americans raised hell!
