House of Peoples of FBiH: Exchange of remarks before agenda debate

SARAJEVO, (Patria) - The first extraordinary session of the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina has begun in Sarajevo.

And while the Speaker of the House, Tomislav Martinović, was reading the scheduled agenda, delegate Zvonko Marić asked why the session was characterized as extraordinary.

Jasmin Duvnjak, President of the Bosniak Caucus, said that he had agreed with the Speaker of the House that the Resolution on the verdict of Radovan Karadžić, adopted by the House of Representatives of the FBiH Parliament, would be on the agenda of the first next regular session.

Delegate Aner Žuljević also stated that, according to the rules of procedure, the FBiH Parliament should be constituted at its full capacity. After these words, an exchange of remarks followed even before the agenda was proposed.

Jasmin Duvnjak, President of the Bosniak Caucus, reacted, followed by the Deputy Speaker of the House, Aljoša Čampara. Both Duvnjak and Čampara, members of SDA, agree that the House needs to be completed, but they are not prepared to accept Žuljević's arguments and believe that everyone should do more to form the government.

Then, Ivo Tadić, President of the Croat Caucus, said that everyone is to blame for the government not being completed, and stated that a parliamentary majority must be formed for the FBiH Parliament to function.

After a fruitless discussion, a vote on the agenda was held, which was adopted with 42 votes in favor, 10 abstentions, and 1 against.

Among the most important items on the proposed agenda is the report on the work of the FBiH Government for the next year.

Also, delegates of the House of Peoples should discuss the execution of the FBiH budget for the period January 1 - December 31, 2018, and information on internal and external debt in 2018.

The agenda will include the Quarterly Debt Report Q1/2019, the Annual Borrowing Plan for 2019, and the Debt Management Strategy 2019 – 2021.

In addition to the aforementioned items, the agenda of the House of Peoples of FBiH will include several work reports, decisions on consent, and elections and appointments.
