At the session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina tomorrow, among other items, the Report on the work of the Independent Board of the Parliamentary Assembly of Bosnia and Herzegovina will be discussed, writes the Patria news agency.
This report, judging by the opinion of the Joint Commission for Defense and Security of Bosnia and Herzegovina, will not be adopted tomorrow, and at the same time as the session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina is being held, the Independent Board will also convene to open envelopes containing applications from candidates for the director of the State Investigation and Protection Agency (SIPA).
How absurd the entire system in Bosnian legislation is, is proven by this case, where people whose work has not been accepted, nor their work plan for 2015, will decide the fate of those who applied for the SIPA director competition.
Incidentally, the head of the Independent Board is Žiko Krunić, who is most responsible for the fact that the former SIPA director Goran Zubac performed this extremely important function throughout the trial, until the conclusion of the proceedings, despite legal provisions. Krunić did not approve the suspension until the verdict became final. Incidentally, Zubac was convicted for negligent work in service because during the violent protests on February 7, 2014, he refused to provide assistance to the Directorate for Coordination of Police Bodies when the building of the Presidency of Bosnia and Herzegovina was set on fire.
Now the question arises whether the election of the SIPA director will have legitimacy.
The Independent Board of the Parliament of Bosnia and Herzegovina consists of Enes Obralija, Ilma Jusufbašić-Mehić, Adisa Begić, Nikola Džambas, Mate Miletić, Mato Jozić, Ljubomir Kuravica, Miroslav Škorić, and Žiko Krunić.
The Independent Board of the Parliamentary Assembly of Bosnia and Herzegovina conducts the competition procedure, and the list consisting of a maximum of five candidates will be forwarded to the state minister of security, after which he proposes one from the list to the Council of Ministers for confirmation of the appointment.
