Imbalance of Bosniaks in Seven State Ministries, Communications Regulatory Agency, and Service for Common Affairs of BiH Institutions

(Patria) - The Media Center of the Islamic Community in Bosnia and Herzegovina has presented devastating data to the public regarding the national structure of employees in state institutions.

The imbalance of Bosniaks, as they previously announced, is not only present in institutions of Bosnia and Herzegovina headquartered in Mostar and Banja Luka, but also in Sarajevo, the capital of the country where Bosniaks are the majority.

Analyzing the data as of December 31, 2023, it can be determined that in 48 institutions of Bosnia and Herzegovina, headquartered in Sarajevo, a total of 2,073 Bosniaks are employed (44.50%).

Taking into account the provisions of Article 7 of the Law on Administration, in 33 institutions, there are fewer Bosniaks than the law prescribes, specifically in 299 positions. A large number of Bosniaks are missing, particularly in seven state ministries, as well as in the Communications Regulatory Agency (CRA) and the Service for Common Affairs of Institutions of Bosnia and Herzegovina.

The imbalance of Bosniaks is particularly pronounced in the Veterinary Office of Bosnia and Herzegovina, where only 23% are employed, and in the Administration of Bosnia and Herzegovina for Plant Protection, where only 19% of Bosniaks are employed, meaning only four employees identify as Bosniaks out of a total of 26 employed individuals.

We remind you of the provisions of Article 7 of the Law on Administration:

"In administrative bodies, appropriate national representation of civil servants and employees shall be ensured in accordance with the national structure of the population, according to the last census of the population in Bosnia and Herzegovina."

The last Census of the Population in Bosnia and Herzegovina was in 2013 - 50.11% Bosniaks, 30.78% Serbs, 15.43% Croats, and 3.68% Others.

The analysis lacks data for the Secretariat of the Presidency of Bosnia and Herzegovina, which has never published data on the national structure of its employees.
