Today's Session of the House of Representatives of the FBiH Parliament: Amendments to the Rules of Procedure Will Spark Major Debate

(Patria) - The House of Representatives of the Parliament of the Federation of BiH (PFBiH) will consider at today's session in Sarajevo the Proposal of the Law on Entrepreneurial Infrastructure and the Proposal of the Law on Encouraging the Development of Small Businesses in the Federation of BiH. The session will be held in the hall of the Stari Grad Municipality due to leaks in the Parliament hall.

Before the deputies, under an abbreviated procedure, will be the Proposal of the Law on Amendments to the Law on the Allocation and Direction of a Part of the Revenue of Enterprises Generated through the Use of Hydro-Accumulation Facilities, announced by the Parliament of the Federation of BiH.

The proposed agenda also includes the Proposal of the Decision on Amendments and Supplements to the Rules of Procedure of the House of Representatives of the Parliament of the Federation of BiH, and the Proposal of the Decision on Accepting the Debt under the Loan Agreement between Bosnia and Herzegovina and the International Bank for Reconstruction and Development for the Integrated Development Program of the Sava and Drina Corridor using a Multi-Phase Programmatic Approach.

The proposed amendments to the Rules of Procedure of the House of Representatives of the FBiH, which have been published in the media, could cause a new crisis and end up before the Constitutional Court of the FBiH, and a major debate is expected regarding this agenda item.

Admir Čavalić, a representative of SBiH in the House of Representatives, previously told Patria that the problem is that in the proposed amendments to the Rules of Procedure, someone intends to retroactively fill working bodies.

“That would be co-opting people, which jeopardizes the functioning of the Parliament. It will probably all end up in a constitutionality review,” Čavalić told NAP.

He adds that the said amendments diminish the importance of the Parliament and increase the importance of the ruling majority.”

If the amendments are adopted, the Troika and HDZ will have an open path to appoint Marin Vukoja as a judge of the Constitutional Court of BiH. The President of NiP, Elmedin Konaković, openly admitted that NiP and the Troika have nothing against the election of Marin Vukoja.
