Will the phenomenon of holding dual functions in BiH be definitively abolished on January 11?

(Patria) - Member of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, Saša Magazinović (SDP BiH), submitted amendments to the Election Law of BiH to the parliamentary procedure back in August last year, which would abolish dual functions.

After the amendments to the law were adopted in the first reading at the last session of the House of Representatives, they will be considered in the second reading by the representatives on January 11. The proposed model would mean that "a minister who has possibly won a parliamentary mandate remains a minister and only does that job while that government is current, and the first person from the list behind him or her takes his or her place, with that mandate frozen, so that when another government comes and that person is no longer a minister, they can return to parliament".

"Holding two functions is an incompatible practice with democratic processes, and it is physically impossible for one person to be both a minister and a representative and perform both functions effectively," Saša Magazinović previously stated.

Presenting this model, Magazinović reminded that although the Election Law of BiH "provides for the incompatibility of these functions, an exception was made in these cases shortly before the last elections," and emphasized that this would be a good law for political parties as well, which would gain "practically two people at full capacity" through this.
