CEC: Council of Ministers of BiH has not given us approval for the Rulebook on Internal Organization since March, and we have new responsibilities

(Patria) - The Central Election Commission of Bosnia and Herzegovina submitted the Draft Rulebook on the Internal Organization of the Central Election Commission of BiH to the General Secretariat of the Council of Ministers of BiH on 03/21/2025, for approval by the Council of Ministers of BiH.

Previously, the Central Election Commission of BiH had obtained all necessary opinions from the Office for Legislation, the Ministry of Justice of BiH, and the Ministry of Finance of BiH.

Again, on 07/03/2025, the Central Election Commission of BiH sent an urgent request to the General Secretariat of the Council of Ministers of BiH, but to date, the Draft Rulebook on the Internal Organization of the Central Election Commission of BiH has not been included in the agenda of the Council of Ministers of BiH session.

"We remind the public that the Central Election Commission of BiH has been granted a number of new responsibilities following the decisions of the High Representative in Bosnia and Herzegovina, which amended and supplemented the Election Law of BiH, including the very complex task of introducing specific election technologies into the election process in BiH. There are no systematized positions for the new responsibilities, and due to the large volume of work and lack of human resources, the Central Election Commission of BiH is often unable to complete all legally prescribed tasks and duties in a timely manner.

Due to all of the above, the Central Election Commission of BiH expresses great concern and once again calls on the Council of Ministers of BiH to respond and give its approval to the Draft Rulebook on the Internal Organization of the Central Election Commission of BiH," the CEC announced.
