Fourth Time Lucky July 23: Due to Bevanda, the State is on Hold

(Patria) - Vjekoslav Bevanda, the BiH Minister of Finance, is the main culprit for the Council of Ministers session being postponed three times already. Although present in the building, Bevanda does not attend the sessions. In order to create the appearance that HDZ is not blocking the work of the BiH Government, other ministers from HDZ attend (Marina Pendeš and Josip Grubeša), but not Bevanda, without whose presence a decision on temporary financing cannot be adopted. 

Bevanda invariably makes a statement to explain his absence.

"As Deputy Chairman of the Council of Ministers and Minister of Finance and Treasury of BiH, I participate in the work of the Collegium held before the sessions, and after the remarks made, an agreement was reached by the Chairman and the two Deputy Chairmen to postpone the session and schedule it for July 23 this year. 

My position remains unchanged, and I expect sessions to be prepared and held in accordance with the law and the Rules of Procedure with a high degree of consensus," Bevanda said.

Bevanda justifies this by stating that there are different approaches to certain items prepared by the General Secretariat of the Council of Ministers of BiH. The Collegium decided to try to harmonize and complete the obligations before them by the next session.

He even states that his Ministry prepared the budget of BiH institutions and BiH's international obligations for 2019 on time, and the Council of Ministers adopted it, as well as the Decision on temporary financing for the third quarter of this year, which has not yet been adopted, but salaries for June were paid in accordance with the law and external debt is regularly serviced.
If it's fourth time lucky, the Council of Ministers of BiH, according to the proposed agenda, will consider, among other things, on July 23, the Proposal of the Decision on temporary financing of BiH institutions and BiH's international obligations for the period July - September 2019.

It is also planned to consider the Information on the situation in the area of migration in BiH in connection with the increased inflow of migrants and the Information on the situation in the area of migration in BiH for May 2019, as well as the Proposal of the agreement on providing assistance and operational cooperation in border surveillance.
