Four laws on labor and social policy at the session of the House of Representatives of the FBiH Parliament

(Patria) - Four important legal solutions from the scope of the Federal Ministry of Labor and Social Policy will be on the agenda of the session of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina, scheduled for March 11 and 12. These are laws governing the areas of the labor market, employment, social security, and the protection of vulnerable population categories.

Representatives will consider the Bill on Employment Mediation and Social Security of Unemployed Persons in the Federation of BiH, the Bill on Amendments to the Law on Employment of Foreigners, as well as amendments to the Law on Uniform Principles and Framework for Material Support of Persons with Disabilities and amendments to the Law on Foster Care in the Federation of BiH.

The Bill on Employment Mediation and Social Security of Unemployed Persons represents one of the key elements of the labor market reform in the Federation of BiH. This law regulates the principles and system of employment mediation, the status of an unemployed person, rights and obligations related to the material and social security of the unemployed, as well as the organization and financing of public employment services. Its goal is to improve the efficiency of the employment system, more precisely define unemployment records, and ensure that active employment policy measures are directed towards persons who are actually in the labor market.

In addition to this law, representatives will also consider amendments to the Law on Employment of Foreigners in the Federation of BiH. The proposed amendments aim to simplify and speed up administrative procedures for issuing work permits to foreign nationals, while maintaining the priority of employing domestic labor. This seeks to respond to the needs of the labor market, especially in sectors facing labor shortages.

In the area of social protection, amendments to the Law on Uniform Principles and Framework for Material Support of Persons with Disabilities will be presented to the representatives, which aim to further improve the support system for persons with disabilities and strengthen the principles of equality and fairness in exercising rights, especially for children for whom mandatory control examinations at the age of 15 are abolished by these amendments and moved to the age of majority.

Amendments to the Law on Foster Care in the Federation of BiH will also be considered, which improve the foster care system, strengthen support for foster families, and further regulate the conditions for the development of foster care as one of the best forms of protection for children without parental care who need family support.

The Federal Minister of Labor and Social Policy, Adnan Delić, emphasizes that these laws represent an important step in modernizing the labor and social protection system in the Federation of BiH.

“Before the representatives are laws that directly affect people's daily lives; from those looking for jobs, through employers who need labor, to foster families who care for children without parental care, and persons with disabilities who must have a stable and fair support system. These two laws from the labor market area pave the way for a more efficient labor market, while the other two imply a fairer social protection system, and all together they form a legal framework that meets the real needs of society,” said Minister Delić.

The Federal Ministry of Labor and Social Policy expects a constructive parliamentary debate and support for the laws, which are the result of extensive consultations, public debates, and cooperation with social partners, the professional public, and civil society organizations.
