
(Patria) - The proposed amendments to the Rules of Procedure of the House of Representatives of FBiH, which were published in the media today, could cause a new crisis and end up at the Constitutional Court of FBiH.
Admir Čavalić, a representative of SBiH in the House of Representatives, says that the problem with the proposed amendments to the Rules of Procedure is that someone intends to retroactively fill working bodies.
“This would be co-opting people, which jeopardizes the functioning of Parliament. It will probably all end up with a constitutionality review,” Čavalić told NAP.
He adds that the mentioned amendments reduce the significance of Parliament and increase the significance of the ruling majority”.
“These amendments to the Rules of Procedure are introducing something like an institution of verbal offense through the back door, where it is evident that attempts are being made to limit the statements of representatives, to vote on all items at the end, so that the representatives of the majority do not have to be present at discussions on all items, and to limit discussions. This is an anti-democratic limitation of freedom,” Čavalić told NAP.
He adds that the adoption of the proposed amendments to the Rules of Procedure would also jeopardize other working bodies, such as committees for economic, constitutional, or legal affairs, where the outgoing candidate would be replaced by co-opting the person who took their place in Parliament, regardless of whether they are familiar with the subject matter.
When it comes to the election of a constitutional judge, Čavalić believes that procedures are being violated, and he has followed the election of the constitutional judge from the beginning, when the public representatives were not allowed to attend the vote.
“A number of procedures have been violated, and both the opposition and the position have objected. I hope we will abandon the bad procedures and return things to the beginning or to the fourth session of the Election and Appointment Committee. However, it is more likely that the parliamentary majority will try to complete this election by all means,” Čavalić concluded.
