
(Patria) - The fact that legal anarchy and total economic unpredictability currently reign in the FBiH is evidenced by the example of the public debate on the Draft Law on Fiscalization of Transactions in the FBiH. That is the infamous law that is supposedly a prerequisite for fiscal reforms, stated the federal MP Admir Čavalić (SBiH).
"The draft was adopted at the session of the House of Representatives held on 12.12., however, it was not adopted at the session of the House of Peoples because the agenda failed. Also, this draft law is not planned for the session of the House of Peoples on 01.16.
But none of this discouraged the FBiH Ministry of Finance from opening a public debate on this draft, nor the FBiH Prime Minister from announcing that it is underway and that draft laws will soon be proposed - in order to proceed with fiscal reforms.
What now? Which way? House of Representatives, then public debate, some new draft based on the public debate, then the House of Peoples? Even the date of the session held is incorrect (it should be 12.12. instead of 17.12.) on the official website of the federal ministry. Especially after the OHR's interventions, the situation is clear: one procedure, two houses. It doesn't work this way, backwards. Procedures, laws, predictability of institutions, everything is important," Čavalić stated in his post.
Da u FBiH trenutno vlada pravna anarhija i totalna ekonomska nepredvidljivost, svjedoči i primjer javne rasprave o Nacrtu zakona o fiskalizaciji transakcija u FBiH. To je onaj famozni zakon koji je navodno preduvjet fiskalnih reformi.
