Čavalić and Silajdžić Submit Bill to Amend Contributions Law to Parliamentary Procedure

(Patria) - MPs of the Party for BiH in the FBiH Parliament, Admir Čavalić and Haris Silajdžić, have submitted a Bill to amend the Contributions Law to parliamentary procedure.

These amendments abolish Article 10a of the existing legal solution. The aim of the amendments is to correct the injustice towards freelancers who pay contributions but do not have the right to use public services such as healthcare.

"The reason for the above is the inconsistency of this article with two other laws that regulate the issue of health insurance and pension and disability insurance.

It is truly unbelievable that this article of the law establishes something that is conceptually a contribution (which is not a tax), but without the true characteristic of a contribution - other than being mandatory and filling the budget.

The amendments we propose abolish the obligation to collect 4% for health insurance and the collection of 6% for pension and disability insurance.

Such a solution is necessary until the Law on Health Insurance of the FBiH and the Law on Pension and Disability Insurance of the FBiH are amended, which must stipulate that individuals who pay for certain services must also be able to use them.

Why is it important to initiate this matter? First of all, to correct the existing injustice, but also certainly to prevent the preservation and introduction of this injustice into the current amendments to fiscal laws - which we expect by the end of the year, according to informal information from the FBiH Government," Čavalić stated on his Facebook profile.
