(Patria) - Presiding arbitrator of the Arbitration Tribunal for Brčko, Roberts B. Owen, issued a decision on March 5, 1999, by which the Brčko Municipality became a "neutral area" with self-government under the jurisdiction of the state.
In this way, both entities "gained" territory, but "lost" administrative authority.
The decision for Brčko to become a district, made on this day exactly 25 years ago, sparked sharp protests in the RS, recalls Historija.ba.
