Bišćević Tokić for NAP: All the (in)action of the former chairman and four years of ignoring laws and citizens

(Patria) - The Government of the Federation of BiH submitted the Work Program for 2026 to the deputies a few days ago.

At the same time, the House of Representatives of the Parliament of the Federation of BiH, chaired by Dragan Mioković (Our Party), still does not have a work report proposal, although it is already the end of March.

- This is not just an administrative delay, this is a continuity of irresponsibility and conscious non-fulfillment of obligations that have already been adopted - says federal deputy Jasmina Bišćević Tokić (SDA) in an interview with the Patria News Agency (NAP).

The Work Program of the House of Representatives of the Parliament of FBiH for 2025, our interlocutor reminds, clearly provided for the consideration of laws submitted by authorized proposers, in accordance with the Rules of Procedure of the House of Representatives.

However, more than 40 laws, which have been in procedure since 2022, have never even reached the agenda.

These are laws that directly affect citizens' lives: the law on health insurance, the law on conflict of interest, the law on rare diseases, and the law on taxation of games of chance.

- A simple question arises: why have these laws never been considered? Who decided they were not a priority? And most importantly; in whose interest - asked Bišćević Tokić.

The Work Program also provides for the obligation of the chairman to report to the House of Representatives on the implementation of planned activities. However, such a practice did not exist.

Bišćević Tokić warns that Parliament has been left without information, and deputies without the basic conditions for work.

- Not only has the Government of FBiH been allowed to take over the role of "boss" of the legislative authority, but the House of Representatives has been completely undermined.

Instead of being a place for discussion and passing laws in the interest of citizens, it has been turned into a flow-through boiler for urgent and shortened procedures coming from the Government. Without public debate, without expert opinions, without the voice of citizens - notes Bišćević Tokić.

On the other hand, she adds, laws proposed by deputies, on behalf of those same citizens, have been systematically ignored and never even included on the agenda.

She says that the fact that the public has no information about when the next session will be convened, or whether a Work Program for 2026 will even be determined, is particularly concerning.

- An institution that should be the foundation of legislative power today operates without a plan, without order, and without responsibility.

The fact that Parliament, even at the end of March, does not have a work report, while dozens of laws are gathering dust in drawers, is not a coincidence. It is a conscious political decision - Bišćević Tokić told us.

According to her, these are not procedural omissions, but a serious and systemic neglect of obligations.

- Every day of delay also means a delay in solutions for the real problems of citizens - from healthcare to the regulation of key social areas.

Such an attitude towards institutions clearly shows what the real priorities of this government are: positions, privileges, and political comfort, instead of responsibility towards citizens.

Unfortunately, for this government, work programs clearly serve only as a formality - a dead letter on paper - concludes Bišćević Tokić in an interview with NAP.
