No Quorum, No Solution: Political Games in the House of Peoples

(Patria) - Member of the Collegium of the House of Peoples of the Parliamentary Assembly of BiH, Nikola Špirić (SNSD), confirmed in an appearance on RTRS that his party will continue to block the work of this house. Although a new session is scheduled for April 27, its holding remains highly uncertain, given that SNSD and HDZ already blocked the quorum at the beginning of the week, thus preventing the holding of as many as two sessions in one day.

In his address, Špirić sharply criticized the Speaker of the House of Peoples, Kemal Ademović, accusing him of arbitrarily scheduling sessions and violating the Rules of Procedure. Such claims fit into the already common political narrative of "majorization," but it remains unclear what specific procedural violations are in question. At the same time, accusations of the alleged construction of a unitary state seem more like a political message to voters than an argument based on clearly defined government actions.

Špirić also emphasized that SNSD will not support decisions it deems illegal, but did not specify which agenda items this refers to. This approach – rejection without concretization – further contributes to uncertainty and hinders understanding of the real reasons for the blockade.

Speaking about the Council of Ministers, he stated that he will not allow the dismissal of personnel from Republika Srpska, thereby making it clear that political control over institutions is one of the key priorities. His statement that the current blockade is part of broader preparations for the upcoming elections suggests that the institutional crisis is also being used as a tool for pre-election strategy.

The concluding message addressed to the opposition from Republika Srpska – that they will remain in opposition even after the elections – further confirms that political rhetoric is already largely directed towards the October vote, while the concrete problems of citizens remain in the background.

Meanwhile, due to the blockade of the House of Peoples, numerous laws important for the functioning of the state and its European path remain pending. If the session scheduled for Monday is not held due to a lack of quorum, BiH could enter a prolonged period of institutional paralysis – another in a series of political deadlocks that citizens increasingly pay for through slower development and missed opportunities.
