(Patria) - Alija Kožljak, Chief of Staff of the BiH Presidency member Denis Bećirović, issued a statement today regarding the "instructions for action" sent to BiH ambassadors and consuls general from the RS, as well as heads of RS representations abroad, by the Chairwoman of the BiH Presidency Željka Cvijanović and RS President Milorad Dodik.
"The scandalous letter, co-signed by Cvijanović and Dodik, on the letterhead of the RS entity, addressed to ambassadors and consuls general of the state of BiH, represents yet another confirmation of the unconstitutional, destructive, and desperate actions of the rebel gang led by Dodik, blindly followed by his minions.
This is an unprecedented case in the world of diplomacy, where instructions for action to heads of missions of the state of Bosnia and Herzegovina are delivered by officials of a lower administrative unit, in this case the entity, ignoring the fact that foreign policy is the exclusive competence of the institutions of Bosnia and Herzegovina.
The scandalous nature of this letter is particularly highlighted by the gross violation of established diplomatic norms, where diplomats of Bosnia and Herzegovina are asked to submit reports of an 'intelligence-informative character,' demanding that diplomats engage in espionage activities, which constitutes a direct violation of the Vienna Convention and is unacceptable for host countries," Kožljak points out.
He assesses that the request regarding military and institutional cooperation directed at Bosnian-Herzegovinian diplomats is particularly controversial.
"It should be recalled that the military cooperation of Bosnia and Herzegovina is strictly defined by the Dayton Peace Agreement, as well as the BiH Defense Law, which precisely defines the competence of the BiH Presidency, as a collective body, with no entity competencies on this matter.
By such abuse of functions, not only are the highest legal acts of the state violated, but the diplomatic-consular network is also abused, all for the purpose of the secessionist and unconstitutional actions of Dodik and his accomplices.
Furthermore, we are witnessing an obvious inconsistency in the actions of the aforementioned duo, expressed by the demand to work on 'lobbying for the withdrawal of NATO forces from BiH,' even though during the visit of the NATO Secretary General, both co-signatories publicly requested that NATO increase the number of soldiers in Bosnia and Herzegovina.
It is a well-known fact that the withdrawal of NATO from Bosnia and Herzegovina is a continuous interest of Putin, and Dodik and Cvijanović are merely would-be executors, who not only work against the interests of the state but also do not care about the well-being of the citizens of Bosnia and Herzegovina.
They are obviously working only to protect their personal positions and interests," stated the Chief of Staff of the BiH Presidency member Denis Bećirović in his announcement.
