Bandić: Is the Government of Sarajevo Canton reaching into citizens' pockets for the financial consolidation of KJKP 'Rad'?

(Patria) - Deputy in the Assembly of Sarajevo Canton (KS) Muamer Bandić (SBiH) asked the Government of KS - how is the fee for waste disposal calculated for permanently unused buildings?

According to established criteria, Bandić states, the payers of the fee for the service of collecting, transporting, and disposing of waste (service users) can be:

a) the owner of the building;

b) the user of the building who has a legal basis for use (lease agreement, rental agreement, use based on a special regulation or other legal basis) and who concludes a service use agreement with the utility company;

c) the holder of the right of disposal or the right of use for apartments and business premises for which the owner cannot be determined, whereby the obligation to pay arises from the moment of taking possession;

d) the actual user of the building, if the owner or user from the previous points cannot be determined.

For natural persons using residential buildings, Bandić further points out, the basis for calculating the fee is determined according to the number of household members, and exceptionally according to the total gross area of the building expressed in m² when the number of household members cannot be determined.

- For legal entities and persons performing independent activities using business premises, the basis is determined according to the amount of collected, transported, and disposed waste if the user has their own closed waste disposal system and a concluded contract with the utility company - explains Bandić.

Otherwise, he adds, the basis is determined according to the total gross area of the business premises. However, the question arises - on what basis is the fee calculated for buildings that are permanently unused?

- If in such a building there are no household members, no actual use, no amount of produced waste, nor is there a need for waste disposal service, which criterion represents the basis for calculating the fee?

Is it justified in this case to calculate the fee? Is this method of calculation discriminatory and does it represent an additional financial burden on citizens?

Is the Government of KS, through this model of calculation, actually reaching into citizens' pockets for the financial consolidation of KJKP "Rad", added Muamer Bandić.
