(Patria) - BiH Ambassador to Germany and former state MP Damir Arnaut reacted to the statements of the member of the BiH Parliamentary Assembly House of Representatives Collegium regarding the Bill on State Property adopted by the BiH Presidency.

Arnaut referred to the decision of the BiH Constitutional Court in case U-9/00 (Law on the State Border Service) as confirmation that the BiH Presidency is competent to propose laws to the BiH Parliamentary Assembly.

He pointed to the continuity of Čavara's obstructionism and called on the High Representative to follow the moves of the US administration regarding this HDZ official.

This was confirmed by the BiH Constitutional Court in Decision U9/00!

At that time, the constitutionality of the Law on the State Border Service of BiH was challenged, which was "imposed by the High Representative after the BiH Parliamentary Assembly did not adopt the bill proposed by the BiH Presidency".

The applicants challenged the compliance of the Law with the BiH Constitution, as well as the competence of the BiH Presidency to initially propose that law.

The Constitutional Court rejected both claims as "unfounded" and confirmed that "the procedure followed by the Presidency before the adoption of the Law on the State Border Service is not contrary to the Constitution of Bosnia and Herzegovina."

With his arbitrary decision not to allow the Bill on State Property to be put on the agenda, as well as the earlier Bill on Gas, Čavara violates a number of regulations, from the Rules of Procedure to the Constitution.

However, I am only more surprised by the naivety of my colleagues from Our Party who believed Čović when he convinced them that Čavara was only a temporary solution.

Čavara was appointed to that position because he proved himself by obstructing the election of the new FBiH Government for an entire mandate.

The Law on the Border Service was imposed by the intervention of the High Representative after the BiH Presidency's proposal was not adopted in the state Parliament.

Since Čavara does not allow the Presidency's proposal to be voted on at all, the High Representative's first intervention should be aimed at eliminating this obstruction.

After the blacklisting did not teach him to respect the Constitution, laws, and Rules of Procedure, this is the only logical step - adds Arnaut.
