62 items, same disputes: BiH Council of Ministers discusses laws that SNSD blocks again

(Patria) – A session of the Council of Ministers of Bosnia and Herzegovina has been scheduled for today, with an extensive agenda containing as many as 62 items.

The Chairwoman of the Council of Ministers of BiH, Borjana Krišto, has again included three items on the agenda that lack agreement among coalition partners. These are the Proposal of the Decision on the Establishment of the Office of the Chief Negotiator of Bosnia and Herzegovina with the European Union as a temporary body of the Council of Ministers of BiH (2nd round of voting), the Draft Law on the High Judicial and Prosecutorial Council of BiH, and the Draft Law on Amendments to the Law on the Court of BiH.

The previous two regular sessions were not held because SNSD blocked the agenda, which is why the Council of Ministers of BiH has held two emergency sessions in the meantime to adopt decisions that could not wait for a regular session.

The agenda also includes several important items related to the appointment of the Committee for Appeals of Police Officers, given that the mandate of the current composition of that body expires on the day of the session. If the Council of Ministers of BiH does not make a decision, all appeals of police officers would be on hold, which could further jeopardize the functioning of three state police agencies.

Deputies should also consider the Information on the Annual Training and Exercise Plan for members and units of the Armed Forces of BiH abroad for 2026, as well as the Information on the Implementation of the "Defence Review" Plan and the Action Plan for the Implementation of the "Armed Forces of BiH Development and Modernization Plan 2017–2027", proposed by the Ministry of Defence of BiH.

The session should also discuss the expiry of the mandate of the Director of the Public Procurement Agency of BiH, as well as the appointment of the Director of the Insurance Agency in Bosnia and Herzegovina.

At the proposal of the Directorate for Economic Planning, the Council of Ministers of BiH should also consider the Information on the status of the Reform Agenda of Bosnia and Herzegovina, obligations towards the Western Balkans Growth Plan, and the next institutional steps that BiH must take.
