At yesterday's session of the House of Representatives of the PA BiH, the Report on the Work of the Independent Board of the PA BiH as an independent body of the police structure of BiH for 2015 was not adopted, and the Work Plan of the Independent Board for 2016 was not acknowledged, writes the Patria News Agency.
Given that the competent commissions also rejected the work report and did not accept the work plan for 2016, the same outcome was expected at the Parliament. However, it is interesting that this agenda item passed without a single debate (!?), which surprised some MPs themselves. Thus, Aleksandra Pandurević (SDS) commented in the building's corridors that she could not believe that no one had requested to speak on the debate.
However, it is evident that the members of the Independent Board expect to be dismissed, and as early as the next session of this House. Yesterday, Maja Gasal Vražalica (DF), chairperson of the temporary Commission of the Parliamentary Assembly of BiH, which is supposed to review the independence of the work of the Independent Board of the PA BiH, requested that their report also be included on the agenda, but there was no necessary majority for it.
Interestingly, Damir Arnaut (SBB) initiated the first controversy regarding this report, stating that they were not ready to vote on this issue because they received the materials only on the morning of the session.
Arnaut also objected to Gasal-Vražalica that at the beginning of the commission's work, she was much more aggressive in her media appearances, and that such a stance was not reflected in the report.
However, all six members of the Commission unanimously sent a request to the parliamentary procedure for the dismissal of all members of the Independent Board of the PA BiH.
As Gasal-Vražalica stated, according to the documentation they received from the Independent Board, a number of omissions and negligent work by the members of the Independent Board were observed, as well as violations of certain laws.
This refers to the fact that, although they had legal rights, they did not discipline the managers and their deputies of certain police agencies, as was the case with Goran Zubac, who was dismissed only after the final verdict of the BiH Court, by which he was convicted.
The case of Mirsad Vilić and the attack on the Prime Minister of Serbia in Srebrenica was also addressed.
The Independent Board has not yet done anything on this issue, justifying it by saying they are waiting for the final court decision.
However, the members of the Commission believe that the Independent Board exists precisely so that it can react even before a court verdict.
Among other things, the ad hoc body concluded that the Independent Board held five regular sessions and one extraordinary session in 2014, and that this clearly violated the Rules of Procedure of the Independent Board, which clearly stipulates that the president convenes sessions and that sessions are held at least once a month.
Despite not holding sessions, the Independent Board received a permanent monthly fee.
Based on the review of the minutes, it was concluded that the Independent Board held 11 sessions in 2015. However, almost four months passed between the 6th session, held on February 6, 2015, and the 7th session, held on May 18, 2015.
