Zelenskyy says 'Victory Plan' is ready and will be presented to Biden

(Patria) - President Volodymyr Zelenskyy said last night that his 'Victory Plan', aimed at bringing peace to Ukraine while keeping the country strong and avoiding any 'frozen conflicts', is now complete after lengthy consultations, Reuters reported.

He promised last month to present the plan to US President Joe Biden, likely next week when he attends sessions of the UN Security Council and the General Assembly.

While reporting daily on the preparation of the plan, Zelenskyy gave few indications of its content, only pointing out that it aims to create conditions acceptable to Ukraine, which has been in conflict with Russia for more than two and a half years.

'Today it can be said that our Victory Plan is fully prepared. All points, all key focus areas, and all necessary detailed supplements to the plan have been defined,' Zelenskyy said in his nightly video address. 'The most important thing is the determination to implement it.'

There was no alternative to peace, Zelenskyy said, 'no freezing of the war or any other manipulations that would simply postpone Russian aggression to a second phase.'

He said on Tuesday that a meeting with top commanders produced 'good and strong content' in military terms, 'exactly the kind that can significantly strengthen Ukraine.'

Zelenskyy used as a basis for negotiations a peace plan he presented at the end of 2022, which calls for the withdrawal of all Russian troops, the restoration of Ukraine's post-Soviet borders, and a means to hold Russia accountable for its invasion.

The plan was a central point of a 'peace summit' hosted by Switzerland in June, with participants committing to convene a second summit this year. Russia was not invited to the June summit and dismissed it as meaningless, although Kyiv and allies say Moscow could attend the next gathering.

Zelenskyy rejected any idea of negotiations while Russian troops occupy nearly twenty percent of the country's territory. Russia has repeatedly said it is ready for negotiations but rules out talks while Ukrainian forces are in the southern Kursk region.
