Why are prosecutor's offices and courts not reviewing the illegalities of the illegal FUP director Dragan Lukač

In several previously published articles, I have already written about the unbelievable series of illegal, scandalous, and criminal activities of Dragan Lukač, the illegally appointed director of the Federal Police Administration. In all my previous writings, I have presented shocking illegalities and actions by Dragan Lukač with arguments, a series of indicators, and easily verifiable evidence. However, to this day, none of the competent institutions: the Parliament of the Federation of Bosnia and Herzegovina, the Security Commission of the Parliament of the Federation of BiH, the Minister of Internal Affairs of the Government of the Federation of BiH Aljoša Čampara, the Government of the Federation of BiH, the Cantonal and Federal Prosecutor's Office, the Disciplinary Prosecutor's Office within the High Judicial and Prosecutorial Council of BiH, the Independent Board for the Control of the Work of the FUP Director, have done a single thing to verify the presented indicators of completely pervasive and verifiable evidence of abuse of official position and authority by Dragan Lukač, the illegal director of the FUP, let alone initiate appropriate legal proceedings to review the illegal actions in his work.

Here I will only mention the scandalous behavior of the Parliament of the Federation of BiH, which, with its absolute negligence, puts the citizens of the Federation of BiH in a state of absolute lawlessness and therefore in a position of legal uncertainty. What is this all about?

First, let's disregard for now the fact that the legislative and executive authorities, prompted by me, have not reacted adequately or at all to the enormous number of my previously stated claims about Dragan Lukač's illegal or unprofessional conduct, of which the interested public is also aware. This time, I will focus on one, in my opinion, catastrophic negligence of the Parliament of the Federation of BiH (which may also fall under sabotage) which, as such, is certain to produce unforeseeable consequences to the detriment of the rule of law and the functioning of the legal state. Namely, as is widely known, the Independent Board has the status and role of a parliamentary body tasked with controlling the work of the FUP director. However, the Parliament of the Federation of BiH, like all other competent institutions regarding the topic of this "story", is very successfully hiding the fact that the mandate of the existing Independent Board expired almost half a year ago, and a new Independent Board has not yet been appointed.

To make matters even more disastrous, it is enough to state that according to the Law on Internal Affairs of the Federation of BiH, Article 48, paragraph (3) (Mandate and composition of the Independent Board), it clearly states: "The Independent Board whose mandate has expired shall continue to perform the tasks within its jurisdiction established by this law until the appointment of a new Independent Board, if the Parliament of the Federation of BiH does not appoint an Independent Board within the period referred to in Article 47, paragraph (2) of this law, and for a maximum of three months from the expiry of the mandate referred to in paragraph (1) of this article."

Since the regular mandate of the Independent Board expired sometime in November 2015, it is clear that the three months allowed for a so-called technical mandate have also expired, and a new Independent Board has not been appointed. Therefore, for almost two months now, absolutely no one has been controlling the work of the Federal Police Administration and its illegal director, Dragan Lukač, who now, as before, violates the laws of the Federation of BiH almost daily! Members of Parliament and delegates in the Parliament of the Federation of BiH regularly receive enormous salaries for their inaction!

The question arises: to whom and why does the absence of controls over the work of the Federal Police Administration and its illegally appointed director serve? After all, I call on them again and challenge them to verify all my previously stated claims about the work of the illegal FUP director Dragan Lukač. At the same time, I again call on the Security Commission of the Parliament of the Federation of BiH to inform the public what it has done regarding the illegal actions of Dragan Lukač. In this regard, I again call on the Cantonal Prosecutor's Office of Sarajevo, as well as the Federal Prosecutor's Office, to answer the questions I have posed to them regarding the illegal activities of Dragan Lukač, and in relation to their rejecting prosecutorial decisions, or rather, their inaction and failure to control the work of lower prosecutor's offices in the case of the Federal Prosecutor's Office, it is unclear what is happening here, it needs clarification! Therefore, I ask all the mentioned institutions to verify all my previous statements, because if I have presented inaccurate data and falsely reported illegalities by the illegally appointed director Lukač, then it is my moral obligation to apologize, ask for forgiveness, and bear responsibility for slander and other consequences. However, the fact that the mentioned legislative, judicial, and law enforcement bodies have chosen the option of silence, acting in a way that says "we will neither investigate the illegalities of Dragan Lukač nor respond to (my) publicly asked questions" is shocking.

It appears that calculated behavior is at play, I hope, by only a few individuals, who have a protective patronage over the person and work of the illegal FUP director Dragan Lukač. In whose interest is this? It is not in the general interest, nor in the interest of the rule of law, the functioning of the legal state, and the development of democratic social relations.

I have posed a series of questions and provided relevant arguments for reviewing a number of illegalities and abuses of official position and authority committed by Dragan Lukač, the illegal director of the FUP, in his work. It is up to you, esteemed gentlemen from the mentioned federal institutions, to undertake legal proceedings to verify and establish the provided indicators for their further processing.
